Job Duties
The Department of Behavioral Health and Developmental Services’ (DBHDS) Office of Environment of Care (OEOC) is seeking an experienced professional to serve as a Capital Program Manager to provide project management, planning and technical assistance in support of the agency facilities. This position is responsible for the identification, implementation, design and execution of capital outlay and maintenance reserve projects at the various DBHDS facilities and will provide technical support to assigned facilities on non-capital projects and the maintenance, environmental, energy management and related programs. This position reports to the Senior Manager of Office of Architectural & Engineering Services and provides support through this position to the Director and assigned facilities.
Minimum Qualifications
Comprehensive knowledge of state capital outlay procurement requirements and processes; state and agency planning and budgeting processes; state and federal regulations relating to facility design and maintenance, construction practices and procedures; and preparation and administration of state contracts. Ability to communicate clearly, both verbally and in writing; understand technical drawings and specifications manage large scale operations with other agencies and consultants; and analyze problems and offer solutions.
Additional Considerations
Public and/or private sector management experience in architectural/engineering design or construction. Hospital/nursing home design or construction experience. Professional architect/engineering license. Certification or training as a Virginia Construction Contracting Officer (VCCO).
