Job Duties

The Department of Behavioral Health and Developmental Services (DBHDS) is seeking to fill five (5) wage/hourly HCBS Compliance Reviewer positions. These positions work with DBHDS and the Department of Medical Assistance Services (DMAS) High Needs Supports Division to review providers of residential, day support, and group supported employment services across the state, as well as interview program staff and individuals receiving supports to ensure full compliance with the HCBS Settings Regulation Final Rule. These are temporary, time-limited, non-salaried positions, primarily working remote up to 28 hours per week with some evening work as necessary. Some in-state travel is required. Candidates may be located in any region of the state.

Additional Duties include:
• Performing reviews of waiver provider documentation, physical location of provider setting, to ensure compliance with the HCBS settings regulation final rule.
• Interviewing provider staff and individuals in services to ensure HCBS rights are being implemented and integrated into the setting.
• Conducting virtual tours of setting to determine compliance.
• Documenting provider compliance status and assist with identifying remediation actions.
• Assisting with provider follow-up and oversee remediation and monitoring activities.
• Attending all HCBS team meetings/trainings.
• Supporting HCBS state team members and mission and goal.

Minimum Qualifications

• Good analytical, writing, and communication skills.
• Ability to interpret and apply regulatory requirements to written documentation and reviews of physical plant.
• Ability to interact professionally with internal and external support system users and provide technical assistance, training, and other guidance to providers.
• Familiarity with Microsoft-based applications and computer database systems for data entry.
• Direct experience working with individuals with developmental disabilities.
• Direct support supervisory or management experience, or case management experience.
• Demonstrated experience in best practices regarding the delivery of developmental disabilities services, such as principles of person-centered planning.

Additional Considerations

• Knowledge of Home and Community Based Services (HCBS) Final Rule settings requirements, VA’s Development Disability Waivers services and supports.
• Experience with quality assurance/regulatory compliance reviews.
• Ability to interpret HCBS settings regulations and apply HCBS setting rule criteria to settings during on-site reviews when making compliance determinations and remediation/correction action needs.
• Skill in and the ability to plan and execute all processes associated with compliance reviews of HCBS settings.
• Qualified Developmental Disability Professional (QDDP) certification.
