Job Duties

Following a direct protocol, policy or procedure provide technical support to professional medical and nursing staff. Duties consist of the following routine clinical tasks: collection of laboratory specimens, performing adult venipuncture and adult and pediatric capillary sticks, and performing clinical laboratory tests to include hemoglobin, hematocrit, glucose, urine pregnancy, fecal occult blood, sedimentation rate and urine dipsticks. Collect sputum samples. Assesses a client for changes in condition based on an established protocol approved by VDH. Sterilizes instruments; inventories and orders supplies; maintains logs, files and records; collects clinical data; compiles statistics. Works under the supervision of a licensed provider. Evidence of specific training in performing specialized duties and functions based on area of assignment is required.

1. Direct Patient Care
• Following a direct protocol, policy, procedure or order from a licensed provider, provides technical support to professional medical and nursing staff
• Provides direct services in a variety of public health clinic settings: performs measurements (height, weight, blood pressure, BMI, temperature, hearing and vision screenings); documents results
• Reports abnormal results to clinic nurse or clinician
• Performs adult and child venipuncture and capillary sticks
• Instructs patient on collection procedures
• Assists with patient flow in clinical setting; assists as needed with exams and special procedures
• Ability to perform phlebotomy in all age groups (pediatric and adults)
• May be required to collect approved specimens under the direct supervision of a licensed Nurse Practitioner/Physician


2. Laboratory Services
• Provides appropriate and accurate services to clients presenting for laboratory draws
• Maintains competency in laboratory skills/duties
• Monitors quality assurance of quality control logs of all labs
• Assures completeness and accuracy of lab forms
• Maintains CLIA logs, outgoing/incoming lab logs and quality control and temperature logs for refrigerators
• Initials incoming lab results; provides abnormal lab reports to clinic nurse per guidelines
• Follows up on missing/late lab reports; prepares and/or files lab reports


3. Inventory
• Sets up and cleans exam rooms and lab; restocks rooms of needed clinical supplies after each clinic; cleans clinical refrigerators
• Researches new products as needed and requested
• Sterilizes instruments, inventories and orders supplies, maintains logs, files and records, and collects clinical data and can compiles statistics


4. Program Support/Other Duties
• Achieves/maintains competencies for current public health services and emerging public health activities
• Completes cross training when scheduled and demonstrates proficiency in staffing coverage for any assigned work location when competency is achieved; complies with all policies and procedures
• Participates with staff in program evaluation for all assigned programs and significant activities; ensures efficient, quality service and desired program outcomes
• Recommends program modification to senior staff based on observations.
• Participates in community outreach activities, assists with preparing educational displays and assists with health services on the mobile health unit
• May be required to perform other duties; may include functions in support of an emergency declaration

 

Wage employees are subject to the following conditions of employment:

• Wage employees serve at the will and pleasure of the appointing authority.

• Continuing employment is based on available funding and business need.

• Wage employees are not covered by the provisions of the Virginia Personnel Act. Therefore, they are not eligible for benefits which are provided to salaried employees, such as leave credits, holiday pay, insurance, access to the grievance procedure, etc.

• Wage employees are paid only for the hours they actually work.

• Virginia state law currently requires that agencies not permit wage employees to work in excess of 29 hours per week on average over the course of a year. Wage employees may not work for VDH beyond 1,500 hours during the period of May 1 – April 30 of the following year (the Standard Measurement Period).

• Once a wage employee works the maximum of 1,500 hours during the Standard Measurement Period, the employee may be rehired as a wage employee of VDH only after the next Standard Measurement Period has begun.

• Wage employees are eligible to apply for all classified positions for which recruitment has been initiated, including those limited to State Employees Only.

• If a wage employee becomes employed in a classified position, he/she will be eligible to purchase retirement credit for the time worked as a wage employee.

• Continuing employment is based on available funding and business need.

Minimum Qualifications

• Experience performing health screening tests and procedures, including venipuncture. Phlebotomy experience and documentation of phlebotomy
• Knowledge of basic clinical and laboratory procedures and basic medical terminology
• Ability to work with patients of all ages and ethnicities and to work with a team; excellent customer service and communication skills; ability to problem solve, follow directions, set priorities; organize time to accomplish work; ability to provide patient referrals based on clinician orders; complete patient labs as needed and perform clerical activities including greeting patients, scheduling appointments, filing documents and using computers
• Familiar with specimen collection and processing
• Required to maintain a valid driver's license and adhere to VDH's driver safety policies

Additional Considerations

• Experience in public or health care setting and cleaning and sterilization of surgical equipment
• Office support experience in a medical setting and bilingual communication skills in English and Spanish, Arabic or Nepali
• Certified as a Nursing Assistant, Medical Assistant or Patient Care Technician
