Job Duties

Position Overview:

As the Human Resources (HR) Compliance & Policy Specialist, you will be responsible for developing, implementing, and managing HR compliance policies and procedures as well as effective HR compliance programs. You will work closely with various departments to ensure adherence to industry regulations and internal guidelines, helping to mitigate risks and supporting the company's strategic objectives.

The HR Compliance & Policy Specialist will play a crucial role in ensuring that Norfolk State University complies with all applicable laws, regulations, and internal policies. This role will focus on developing and managing compliance policies, handling Freedom of Information Act (FOIA) requests, and overseeing visa-related matters, specifically for the Office of Human Resources. The ideal candidate will have a strong understanding of HR compliance frameworks, excellent organizational skills, and the ability to navigate complex regulatory environments.

Responsibilities:
• Develop and implement effective HR compliance programs
• Conduct periodic internal reviews to ensure compliance procedures are followed within the university community according to DHRM guidelines
• Conduct or direct the internal investigation of HR compliance issues
• Assess product, compliance, or operational risks and develop risk management strategies for the Office of Human Resources
• Identify HR- related compliance issues that require follow-up or investigation
• Disseminate written policies and procedures related to HR compliance activities
• Serve as a confidential point of contact for employees to communicate with management about suspected unethical or illegal activities
• Verify that all HR-related agency and regulatory policies and procedures have been documented, implemented, and communicated within the university community.
• Proven ability to handle sensitive information with discretion and maintain confidentiality.


Compliance Management: Develop, implement, and update university-wide HR-related compliance policies and procedures. Monitor and ensure adherence to federal, state, and local regulations, as well as university policies for the Office of Human Resources.

FOIA Oversight: Manage the university's FOIA process, including receiving, processing, and responding to FOIA requests in a timely manner. Ensure that responses comply with relevant laws and regulations while protecting sensitive information.


Visa Sponsorship Coordination: Oversee employment visa-related processes for international faculty, staff, and student employees. Ensure compliance with immigration laws and university policies and provide support for employment visa applications and renewals.


Training and Education: Develop and deliver training programs for university staff and faculty on HR compliance-related topics, including FOIA procedures and visa regulations.


Audit and Risk Assessment: Conduct regular HR audits and risk assessments to identify potential compliance issues and recommend corrective actions. Prepare detailed reports and documentation for internal stakeholders and external regulatory agencies.


Regulatory Liaison: Serve as the primary point of contact for regulatory bodies, including responding to inquiries and participating in audits or inspections as needed for the Office of Human Resources.

Minimum Qualifications

• BS/BA in law, finance, business administration or related field
• Proven experience as a Compliance & Policy Specialist within Human Resources or related fields
• In-depth knowledge of the Human Resources standards and regulations
• Excellent knowledge of reporting procedures and record keeping
• Methodical and diligent with outstanding planning abilities
• An analytical mind able to “see” the complexities of procedures and regulations
• Excellent written and communication skills
• The ability to work autonomously, with little or no direction
• More than 5 years' work experience in Human Resources or related fields.
• At least 3 years’ experience as a compliance & policy specialist, or similar.
• Proficiency in office and compliance management software.

Additional Considerations

• Certified compliance professional is a plus
• Masters or JD is preferred
