About the Agency:

The Virginia Department of Military Affairs State Team provides professional and responsive state support functions to the Adjutant General of Virginia, the Virginia National Guard, the Virginia Air Guard, and the Virginia Defense Force in order to ensure their ability to support and defend the United States and the Commonwealth of Virginia.

This position is based out of the Defense Supply Center Richmond in Richmond, VA. This position requires the selected applicant for hire to complete a Statement of Economic Interest.

The Chief Financial Officer (CFO) is responsible for planning, organizing, and directing all major areas related to agency fiscal management to include, but not limited to:
• Budget development and operation
• Auditing
• General accounting
• Payroll
• Procurement
• Financial reporting and forecasting
• Fixed assets
• Property accountability
• Tuition Assistance Program
• Cooperative Federal Agreements (CFA’s)

Minimum Qualifications

Extensive financial experience including budget/resource analysis, procurement, financial planning and forecasting, grants management/cooperative agreements, and fiscal administration required;

Ability to plan, direct, implement, and monitor Federal/State programs and report on the results of such programs in a timely and accurate manner;

Must be able to develop and maintain professional relationships, specifically with executive-level leadership;

Demonstrated ability to supervise and direct the work of managers and others to ensure appropriate guidance/directions are given and the workload is delegated in an efficient and effective manner;

Ability to analyze and interpret financial data and make sound recommendations;

Ability to explain complex and diverse financial data;

Ability to communicate effectively, both verbally and in writing, with diverse groups of people;

Considerable knowledge of Federal and State laws and regulations and trends in government and public finance;

Knowledge of State government legislative and budget process;

Extensive and progressive financial management experience, budgeting, GAAP, auditing, planning and policy development;

Ability to manage State general and non-general fund revenue, appropriation and expenditure issues, and requirements for State and Federal grants management;

Valid Driver's License with acceptable driving record required;

Must be willing and able to travel, occasionally overnight.

Additional Considerations

Analysis, forecasting, financial management and reporting, and compliance assurance with state and federal guidelines and regulations in a governmental environment, Virginia State government;

Prior military fiscal management experience a plus.
