Job Duties
Virginia Department of Motor Vehicles is looking to hire a Construction Procurement Manager for a position with its Facilities Services & Planning administration.
The Construction Procurement Manager is a senior-level professional responsible for managing complex construction and professional service contracts at the DMV. This includes tasks such as solicitation development, bid and proposal analysis, bond review, contract award, contract management, and other administrative duties. The position plays a crucial role in ensuring that procurement activities support the DMV’s objectives, and are conducted in compliance with applicable laws, regulations, and policies.
This position involves occasional travel across the Commonwealth of Virginia.
The Virginia Department of Motor Vehicles (DMV), headquartered in Richmond, Virginia, serves approximately 6.2 million licensed drivers and ID card holders with over 8.4 million registered vehicles. Minimum Qualifications
•In-depth knowledge of the Construction and Professional Services (CPSM) Manual, Virginia Public Procurement Act, and other procurement-related regulations.
•Experience interpreting complex regulations, formulating solutions, and analyzing procurement data.
• Managed multiple procurement projects independently with minimal supervision.
•Demonstrated experience to negotiate and administer contracts, ensuring compliance and addressing vendor issues.
•Demonstrated experience in complex construction and professional service procurements, including service contracts, business writing, and fiscal procedures.
•Virginia Construction Contracting Officer (VCCO) certification.
•Experience with Virginia State procurement regulations and the eVA procurement system.
