Job Summary

The Environmental Health and Safety Compliance Manager will be responsible for developing, implementing, and managing comprehensive environmental health and safety programs to ensure a safe, healthy, and compliant environment for all students, faculty, staff, and visitors. This position will oversee compliance with local, state, and federal regulations, including OSHA, EPA, and other relevant agencies, and will play a critical role in risk management and emergency preparedness.

Job Duties

• Develop, coordinate, and implement environmental health and safety policies and procedures to promote and ensure compliance at all locations. Stay current with trends, best practices, and regulatory changes to ensure continuous improvements.

• Work closely with Chief of Police, Director of Physical Plant and Compliance Officer to generate improvements and communicate effectively throughout the organization.

• Develop and maintain relationships with regulatory agencies, industry groups, and other stakeholders. Generate, prepare, and submit all necessary reports to the appropriate agencies.

• Develop, implement and update appropriate plans, policies, and procedures including, but not limited to Chemical Hygiene Plan, Blood-borne Pathogens Program, Hazard Communication Plan, Safety Data Sheet Access, Emergency Preparedness Plans and general Life Safety Plans.

• Manage all hazardous, biologic, and chemical waste reduction and abatement efforts by ensuring proper handling, collection, storage, labeling, and recycling/disposal of all hazardous, biologic, and chemical wastes

• Chair the Roane State Emergency Management Team by adding valuable input. Plan should be updated at a minimum yearly. Maintain Health and Safety Manual.

• Ensure OSHA safety logs and any required OSHA recordkeeping and reporting are maintained, and other administrative requirements related to safety operations and regulations.

• Conduct risk assessments and audits to identify potential hazards and implement corrective actions in regard to regulations in regard to Health and Safety. Eliminate any potential issues that could harm employees, students, or facilities.

• Conducts safety inspections and audits to assess employee compliance with safety regulations.

• Coordinate/supervise all monitoring, auditing, testing, and inspections required by the EPA, TDEC, OSHA, TOSHA, NFPA, and State Fire and Elevator inspectors including but not limited to: Fire extinguishers, AED stations, First Aid Kits, Elevator inspection certifications, Chemical Lab Hood systems certifications, safety signage (evacuation, shelter in-place and tornado signs, etc.)

• Prepare, conduct, and/or coordinate all EPA, TDEC, OSHA, TOSHA, and NFPA required training, exercises, and drills for staff. Continuous reviews of safety training and revise for improvements, and updates.

• Implement a Building Coordinator system and maintain training for those.

• Reviews and report accident and incident reports.

• Work closely with worker's compensation to employee manage claims.

• Serve as backup for the compliance officer for Business Continuity Plan.

• Performs other related duties as assigned. 

Minimum Qualifications

• Knowledge of safety policies and applicable Safety and Health Administration (OSHA) standards.
• Excellent written and verbal communication skills.
• Ability to conduct training.
• Excellent organizational skills and attention to detail.
• Strong analytical and problem-solving skills.
• At least three years of environmental health and safety experience.

Preferred Qualifications

  • Bachelor's Degree in related technical, scientific, or engineering field.
  • Certification in Environmental Health and Safety training. 
  • Certification as First Responder.
  • Other relevant professional certifications.
  • Experience in Emergency Response Planning.
