Position Summary: The Chief Information Officer provides the vision and leadership for developing and implementing IT initiatives that improve cost effectiveness and service quality for Pellissippi State Community College. The position is responsible for implementing IT systems through strategies, plans, programs and services to support both distributed and centralized business operations. The position ensures appropriate technology exists to support the organizations objectives and reports on the results of operations.
Essential Functions:
15% Develops and implements IT policies, coordination of processes and procedures, and the preparation of operating data and special reports as required. Develops and maintains IT systems architecture defining standards and protocols for data exchange, communications, software, and interconnections. Directly supervise five department managers and one Inventory/Purchasing Specialist.
15% Develops and maintains a business IT recovery plan to ensure timely and effective restoration of IT services in the event of a disaster. Assures protection for the information assets of the business through. Internal control, internal auditing, IT security, recovery procedures and assuring proper insurance coverage
10% Establishes, coordinates and administers as an integral part of management, an adequate plan for the control of operations including IT training, technical support, and software development, together with necessary controls and procedures to effectuate the plan.
10% Provides advice on evaluation, selection, implementation on and maintenance of information systems, ensuring appropriate investment in strategic and operational systems. Participates and approves all IT acquisition contracts, soliciting. Involvement and participation of other management team members as appropriate
10% Ensures that enterprise information systems operate according to internal standards, external accrediting agency standards, and legal requirements through oversight of direct reports.
10% Directs the information strategy of the College based on strategic plans and information from Executive Staff and the Tennessee Board of Regents. Responsible for the Information Security training and planning for the college
10% Reports to the Vice President, Administrative Affairs, serves on College Council, and provides advice on technology matters to the President’s Cabinet as needed.
10% Acts as the IT as ambassador for the College while representing Information Technology in faculty, administrative, and student governance and oversite committees and appropriate campus-wide, system-wide and state wide IT committees as well as outside groups and events. in faculty, administrative, and student governance and oversight committees and appropriate campus-wide, system-wide, and state-wide IT committees as well as at outside groups and
10% Responsible for Risk Assessment and Management for Information Technology at the college. Keep well-informed of latest data processing procedures, techniques, and principles, and best industry security practices. Explores new technologies for future planning and potential implementation.

Job Requirements:
- Master’s degree required. Areas of concentration preferred are computer science, business administration, information technology, data analytics, information science, data science, instructional/educational technology and information technology or related field.
- Five years in increasing responsibility with supervisory and leadership experience in managing an information technology environment, with experience supervising a significant, substantial technology-oriented unit including planning in a complex environment, directing and supervising staff, directing technology implementation projects, reviewing and evaluating outcomes, and assuring accountability for overall implementation of services and programs.
Part-time work experience is calculated at 50% credit of full-time work experience.

Excellent communication skills, including verbal and written skills and ability to interface with people from diverse educational settings and technological backgrounds.
Ability to manage projects through conceptualizing and organizing goals and objectives and evaluating progress toward completion of these goals.

Understanding of the technological landscapes of distance learning; streaming video and video/web conferencing; online course management systems; network security; web development; ERP implementation; telephony; data storage and management; mobile device management; end user technical support; remote working options; database applications; digital media, digital collaboration tools; cloud computing; vendor management;
Ability to communicate effectively with faculty and staff and maintain effective interpersonal relationships with others in a cooperative working environment.
Knowledge of the FCC regulations regarding radio spectrum ownership, leasing and utilization.

Ability to engage in the college’s mission and values.
Physical Demands: Standard office environment. It would be possible but difficult to accommodate an employee in this job who was unable to hear. There are numerous meetings, both formal and informal, as well as numerous conference calls and other telephone calls. It would be possible but difficult to accommodate an employee in this job who did not have visual acuity. There is a tremendous amount of reading, both on paper and on computer screens.
Hazards: Standard office environment with primary possible injury coming from repetitive stress due to poor workplace ergonomics.
