Job Summary
Reporting to the WIOA Career Services Program Director, the WIOA Data and Performance Specialist will assist with the administration of both the WIOA Title I Youth Career Services and WIOA Title I Adult and Dislocated Worker Career Services programs for all counties in the designated service area (Carter, Greene, Hancock, Hawkins, Johnson, Sullivan, Unicoi and Washington). The Data and Performance Specialist will maintain a specific focus on performance monitoring, data collection/verification, and reporting.
Job Duties
- Assist in the administration of WIOA Adult/Dislocated Worker and Youth Career Services program activities in accordance with federal, state and local regulations
- Support the Program Director in ensuring the efficient operation of a career service delivery system that assists individuals with barriers to employment by increasing access to employment, education, training, and support so they may succeed in the labor market.
- Manage client tracking system, implement data verification procedures, compile caseload reports and other required reports for designated counties for submission to the Director of WIOA Career Services, who will report to the Fiscal Agent and to the Tennessee Department of Labor and Workforce Development.
- Monitor staff documentation to ensure that effective and efficient record-keeping procedures are maintained.
- Participate in regular professional development, which may include professional conferences and/or review of industry publications, to stay current with emerging trends and best practices in the field, with a particular focus on data collection and reporting.
- Assist the Program Director in the development of strategies to ensure that annual performance benchmarks are met.
- Assist in the coordination of service delivery with American Job Center partners.
- Assist in the preparation of annual budgets for the WIOA Title I Youth and Adult/Dislocated Career Services programs in Northeast Tennessee.
- Manage inventory for the WIOA Adult/Dislocated Worker and Youth Career Services programs.
- Assist the Program Director and Finance to prepare monthly reimbursement invoices.
- Collaborate with Grant Development to maintain monthly time and effort reports for program staff.
- Assist in the development and implementation of an outreach plan to ensure broad awareness of program services among target populations.
- Complete other assignments as directed by supervision.
Minimum Qualifications
- Bachelor’s degree in Education, Human Services, or a related field from an accredited institution
- Two years of relevant work experience in human services or a related field
- Familiarity with the Tennessee Department of Labor VOS Client Tracking System, Jobs4TN, or similar system
- Demonstrated experience with collecting, analyzing, and presenting data
Preferred Qualifications
- Experience working in career and workforce development services
Knowledge, Skills, and Abilities
- Technology Skills: MS Office suite; videoconferencing software; digital records management systems; general operating systems and data information systems
- Strong communication and interpersonal skills
