Job Summary
The Service Center at the Tennessee Board of Regents (TBR) supports the System Office and Technical Colleges of Applied Technology (TCATs) within the following functional areas: Human Resources, Payroll, Finance, Procurement & Payment Services, and Student.
The Associate Vice Chancellor, Human Resources is responsible for administering system-wide functions related to human resources and payroll, including compensation, benefits, recruitment, training, employee relations, and personnel transactions. The Associate Vice Chancellor, Human Resources provides strategic leadership and planning for all human resources and payroll related mandates, policies, and initiatives and acts as the ultimate authority for TBR institutions regarding the understanding and implementation of human resources and payroll related policies and procedures.
The Associate Vice Chancellor, Human Resources and Payroll provides direction for strategy and internal control of all human resources and payroll operations within the Service Center. The Associate Vice Chancellor, Human Resources is responsible for supervision of Director level Human Resources and Payroll staff while supporting a culture of excellent customer service. The Associate Vice Chancellor, Human Resources will be accountable to the institutions served as well as the Service Center Governance Committee to ensure that the Service Center meets all service level agreements (SLAs) and performance expectations, while continually looking for new and innovative improvements to business processes.
This position may have the opportunity to work remote within the state of Tennessee but with periodic visits to the TBR System Office (Nashville, TN) at the employee’s expense, and potential travel to Tennessee TBR colleges may be necessary.
Job Duties
- 25% - Strategy • Establishes goals, monitors progress, and evaluates objectives for the Service Center to support ongoing service improvement • Evaluates effectiveness of policies and guidelines and makes revisions and recommendations accordingly • Oversees and participates in strategic planning for human resources and payroll processing and related reporting in support of ongoing improvement and standardization of system-wide transactions • Establishes TBR guidelines and policies related to human resources and payroll transactions to ensure system-wide compliance with required processes and reporting • Provides consultation to institutional leadership on human resources and payroll problems that involve variations in approach and considerable analytical, evaluative, and reasoning skill to form solutions - (Essential)
- 20% - Human Resources • Ensures that position classifications, recruitment, compensation, and employee selections are accomplished within acceptable time frames and in accordance with established classification structure, compensation plans, and within policies and procedures • Oversees employee benefits and ensures compliance with applicable policies and laws • Develops, interprets, revises, and maintains personnel policies and procedures • Evaluates the effectiveness of policies and procedures • Counsels employees and managers to resolve issues with a diplomatic approach • Remains current on all human resources related processes and procedural changes • Serves as liaison with the TN State Benefits Administration and TN State Department of Treasury of behalf of all of the TBR institutions and LGIs representing their interests and making applicable recommendations • Serves on related committees representing all of higher education • Prepares meeting materials, participates in numerous conference calls with Board of Regents Personnel and Compensation Committee, and analyzes related institutional requests from individual TBR institutions for propriety and make recommendations - (Essential)
- 20% - Payroll • Ensures timely and accurate processing of all payroll transactions and related benefits and tax reporting • Interprets and effectively implements federal and state regulations applying to institutional employees • Oversees analysis of changes in monthly payroll reports • Ensures timely and accurate reporting of all payroll taxes • Remains current on all payroll related processes and procedural changes - (Essential)
- 15% - Communication • Collects and analyzes solicited and unsolicited feedback to ensure that the Service Center is meeting its established performance metrics related to human resources and payroll • Provides consultative services to institutions in support of human resources and payroll related best practice implementations • Ensures a positive working relationship between the Service Center and institutions by serving as a liaison for institutional representatives regarding human resources and payroll functions • Provides leadership and oversight for training activities regarding human resources and payroll related activities - (Essential)
- 10% - Supervision • Directs Human Resources staff to ensure timely and proper execution of human resources and payroll activities for served institutions • Directly supervises Directors of Human Resources and Payroll and provides direction regarding strategic operational and personnel decisions within functional areas - (Essential)
- 5% - Reporting • Oversees the preparation and finalization of institutional, TBR, State, and Federal required reporting, as well as ad hoc reports - (Essential)

Minimum Qualifications
• Master’s degree in Human Resources or a related field and a minimum of 5 years of related human resources in a leadership position, OR a Bachelor’s degree and a minimum of 10 years of related progressively responsible human resources experience
• Experience administering payroll
• Minimum of 7 years of supervisory experience over full-time staff
Preferred Qualifications
• Human Resources Certification (e.g., SHRM-CP, PHR, SPHR)
• Experience working in human resources in a college or university setting
• Experience within a shared services operating environment
• Experience in human resources at a TBR institution or state administration
• Experience with Banner or similar ERP system
• Experience with applicant tracking systems and other HRIS
Knowledge, Skills, and Abilities
• Demonstrated understanding of the missions and environments of a variety of college types from technical education to doctoral granting institutions
• Demonstrated ability to build positive relationships and work effectively with members of the academic and local community, and with system and state officials
• Demonstrated effective and collaborative leadership style with the ability to establish priorities, delegate, motivate, and direct staff
• Significant experience contributing to and enacting both short-term and long-term strategic planning
• Excellent communication, negotiation, conflict resolution, and team building skills
• Demonstrated commitment and ability to work with a diverse group of educational stakeholders in support of campus and department missions
• Expertise in university human resources and payroll, and related reporting requirements
• Demonstrated knowledge of federal and state laws and guidelines
• Ability to maintain confidentiality in compliance with rules and regulations, including HIPAA and FERPA guidelines on the disclosure of information
