Title: Grant and Restricted Funds Accountant

Job Summary
The overall purpose of this job is to provide excellent administrative oversight and good stewardship of the financial aspect of all grant/grant/restricted funds, provide information for financial statements, and ensure compliance with applicable federal, state, and grantor policies, procedures and guidelines.
Job Duties
- Review, authorize, and monitor all financial transactions for each restricted account to ensure costs are allowable, allocable, reasonable, and properly documented in accordance with award terms and conditions, institutional policy, and applicable regulations.
- Prepare and process necessary journal entries and adjusting entries to maintain accurate financial records for all sponsored programs.
- Review, establish, analyze, and monitor restricted account budgets to ensure funds are available and aligned with project goals, outcomes, and timelines.
- Assist with budget negotiations, initiate or request internal and external budget revisions, and monitor budget performance throughout the life of each award.
- Run month-end processes to apply indirect costs and billing charges, balance expenditures and revenues, and ensure proper recording of accounts receivable and matching funds for all restricted accounts.
- Prepare and submit accurate and timely internal and external financial reports and invoices in accordance with sponsor and institutional requirements.
- Track and follow up on outstanding receivables and ensure that funds received are properly recorded in restricted accounts.
- Ensure proposed activities and budgets comply with sponsor guidelines, federal and state regulations, and institutional policies.
- Build and maintain proposals and awards in the Banner Research (or equivalent) module to ensure each restricted fund’s budget, expenditures, and revenue can be tracked under a unique fund number.
- Develop, update, and maintain institutional policies and procedures related to sponsored programs to ensure compliance with federal, state, institutional, and donor requirements.
- Research and interpret regulations, including 2 CFR Uniform Administrative Requirements (Uniform Guidance) and sponsor-specific policies, and disseminate updates to relevant stakeholders.
- Provide training, guidance, and technical assistance to project staff and administrative offices regarding compliance, allowable costs, effort considerations, and reporting requirements.
- Work collaboratively with Grant Coordinator to ensure compliance in all restricted fund-related hiring, purchasing, invoicing, billing, and cash receipting activities.
- Serve as a primary point of contact with awarding agency fiscal and program staff, partners, and subcontractors regarding budgets, reports, guidance, and project progress.
- Serve as an Authorized Organizational Representative (AOR) in sponsor portals to submit required reports and supporting documentation on behalf of the College.
- Maintain inventory and tracking of restricted account-funded assets as required by sponsors and institutional policy.
- Perform other duties as assigned.
Minimum Qualifications
• Bachelor’s degree in Accounting, Finance, Business Administration, or a related field.
• Two years of general accounting experience
Preferred Qualifications
• Three or more years of experience in fund or restricted accounting, preferably in a higher education or nonprofit environment.
• Experience preparing and analyzing financial statements, budgets, and grant reports.
Knowledge, Skills, and Abilities
• Strong interpersonal and public relations communication skills; ability to effectively communicate using written and verbal skills.
• Ability to track and manage multiple funds and to determine and mitigate risk to successfully manage the funds.
• Proficiency with Microsoft Office applications. Advanced proficiency with Microsoft Excel. Banner database software knowledge or experience is a plus.
• Ability to perform complex accounting calculations.
• Reasoning ability required in decision making, applying relevant policies, procedures, guidelines, and regulations and performing various tasks.
• Demonstrated ability to manage multiple priorities and meet deadlines.
• Office administration, time management, organizational, and scheduling skills required. Knowledge of GAAP, budget management, and financial accounting. Must be able to exercise ethics and maintain confidentiality.

Pay Rate: $48,282 - $60,352 (Annual salary depending on eligible experience, which is defined by the current compensation plan.)
