Job Summary

Manage state wide bid, RFP, and RFQ process. Prepare, review, distribute and receive Construction and Master Contracts. Review and receive bid documents.

Job Duties

  • 43% - Manage the bidding process by reviewing the bid documents for compliance with SBC, TBR, State and OSA requirements. Direct Project Managers to address necessary corrections, prior to posting bids. Assign and monitor bid dates for all locations across the state. Manage and conduct all bid openings at the central office. Receive all bid results, review for accuracy, record bids, verify Contractors and Subcontractors licensure requirements, instruct Designers of any bid irregularities and advise corrective measures. Coordinate Project Managers and Designers for Construction Contract preparation, or instructions for rebidding if required. Assist in developing agenda item for SBC or ESC if required to award bid or any action requiring the state capture of bid bond. - (Essential)
  • 38% - Prepare Construction Agreement, submit to OSA for signature, work directly with Contractor for execution, which requires Contract Document review for accuracy and conformity with the AIA 201, OSA, TBR, SBC and state requirements. Upon completion, route contract for signature and execution. Distribute executed contract and direct Designer to Schedule preconstruction conference. Input and update all procurement information in OFD Project Tracking system. - (Essential)
  • 3% - Manage information and process with Designers and Contractors for all grand divisions, instruct and advise both parties as necessary to resolve issues for proper execution of bidding and contracting. - (Essential)
  • 12% - Post Request for Proposals and Request for Qualifications for all projects utilizing the SBC alternative delivery methods. Manage schedule, acknowledge receipt of proposals, evaluate proposals for mandatory requirements, notify OFD staff of possible rejections or noncompliance, assemble and distribute RFP documents to all evaluators, manage the scoring process, notify OFD staff of final results for SBC approval. Distribute notice of intent to award to all proposers, develop and issue Master Contract upon SBC approval. - (Essential)
  • 2% - Direct communication with State Licensing and State Insurance Authorities for compliance with State and SBC policies. Work directly with OSA regarding current and changes to SBC Construction Procurement Policy. - (Essential)

Minimum Qualifications

Associate degree
Minimum of five years’ construction and design related experience.
Construction Documents Technologist (CDT)

Preferred Qualifications

Certified Construction Contract Administrator (CCCA®)
Working knowledge of AIA A201 and Tennessee State Building Commission Policies

Knowledge, Skills, and Abilities

• Good communication skills
• Computer skills
• Experience in construction contract related activities and understanding of construction terminology
