Job Summary

The Vice President of Finance and Operations serves as the College's chief business and operations officer and reports directly to the President. The Vice President provides strategic leadership, direction, and oversight for the College's financial, administrative, and operational functions to ensure effective stewardship of institutional resources and compliance with Tennessee Board of Regents (TBR), state, and federal regulations.
The Vice President is responsible for developing and implementing sound fiscal and operational practices that support the College's mission of providing high-quality education. The position serves as a member of the President's Executive Leadership Team and collaborates with internal and external stakeholders to advance institutional goals.

Job Duties

Executive Leadership

  • Serve as a member of the President's Executive Leadership Team.
  • Advise the President on fiscal, operational, and administrative matters.
  • Participate in strategic planning and institutional effectiveness initiatives.
  • Develop and implement policies and procedures that promote operational excellence.
  • Represent the College with TBR, THEC, state agencies, community organizations, and external partners as assigned.

Financial Management

  • Direct all business office operations.
  • Develop, administer, and monitor the College's annual operating and capital budgets.
  • Prepare revised, estimated, and proposed budgets.
  • Oversee accounting, payroll, accounts payable, accounts receivable, financial aid, cash management, and purchasing functions.
  • Ensure accurate financial reporting in accordance with generally accepted accounting principles (GAAP), TBR policies, and state requirements.
  • Monitor institutional cash flow and financial performance.
  • Coordinate annual audits and implement audit recommendations.
  • Prepare required financial reports, including IPEDS financial reporting, Composite Financial Index (CFI), Financial Integrity reports, and other federal and state reports.
  • Maintain appropriate internal controls and risk management processes.

Grants and Compliance

  • Provide fiscal oversight for federal, state, and local grants.
  • Ensure compliance with grant regulations and reporting requirements.
  • Coordinate financial reporting for all grant-funded activities.
  • Oversee institutional compliance with TBR, Tennessee Department of Finance and Administration, federal regulations, and applicable laws.

 Human Resources Administration

  • Provide executive oversight of Human Resources.
  • Assist with organizational planning, staffing, and position management.
  • Oversee personnel budgeting, compensation administration, and employment practices.
  • Ensure compliance with employment laws and TBR personnel policies.
  • Support employee development, performance management, and succession planning.

Financial Aid Administration

  • Provide executive oversight of Financial Aid operations.
  • Ensure compliance with U.S. Department of Education regulations, Title IV requirements, and TBR policies.
  • Monitor internal controls, reconciliation, and reporting related to student financial assistance.

Operations and Facilities

  • Direct facilities management, maintenance, and capital improvement planning.
  • Oversee campus safety, security, emergency preparedness, and environmental compliance.
  • Supervise purchasing, contracts, inventory, property management, and risk management functions.
  • Coordinate capital projects and deferred maintenance initiatives.
  • Ensure efficient operation of all College facilities and physical assets.

Business Services

  • Oversee procurement and purchasing activities.
  • Ensure compliance with competitive bidding laws and procurement regulations.
  • Manage contracts and vendor relationships.
  • Supervise auxiliary business functions as assigned.

Organizational Leadership

  • Recruit, supervise, mentor, and evaluate administrative personnel.
  • Promote collaboration, accountability, customer service, and continuous improvement.
  • Foster a culture of ethical leadership, transparency, and fiscal responsibility.

Minimum Qualifications

• Bachelor's degree in Accounting, Finance, Business Administration, Public Administration, or a closely related field.
• Minimum of five (5) years of progressively responsible leadership experience in finance, accounting, business administration, or operations.
• Experience managing budgets, financial reporting, and personnel.
• Demonstrated knowledge of governmental accounting principles and internal controls.
• Excellent leadership, communication, organizational, and interpersonal skills.

Preferred Qualifications

• Master's degree in Business Administration, Accounting, Finance, Public Administration, Higher Education Administration, or related field.
• Certified Public Accountant (CPA), Certified Government Financial Manager (CGFM), or comparable professional credential.
• Experience within higher education, technical colleges, or public sector organizations.
• Experience with Tennessee Board of Regents policies and procedures.
• Experience administering federal and state grants.
• Experience overseeing facilities management, capital projects, procurement, and auxiliary operations.
