Job Summary
The Human Resources Manager collaborates with the Human Resources Director in the administration and implementation of RSCC’s human resources programs, policies, and practices related to employee relations, benefits, recruitment, and staffing. The Human Resources Manager leads employee benefit sessions, oversees benefits administration, supports employee relations, and helps mitigate institutional risk by ensuring compliance with applicable federal and state employment laws and regulations. This position also provides leadership and support for daily Human Resources operations in support of the College’s mission.
This is not a remote position.
Job Duties
- Manages the full recruitment and hiring process for exempt and nonexempt employees, including recruitment activities, background checks, and official transcript reviews - (Essential)
- Prepares and issues official Human Resources documents, including offer letters, appointment letters, employment agreements, and other formal correspondence. - (Essential)
- Oversees and conducts benefit sessions for new employees, ensuring completion of required employment documentation, providing benefits information, and ensuring accurate and timely entry of employee data into Edison. - (Essential)
- Collects, maintains, and verifies required employment documentation for full-time and part-time employees and ensures accurate and timely data entry in Banner. - (Essential)
- Administers and maintains RSCC’s employee benefits programs and serves as the Agency Benefits Coordinator. - (Essential)
- Manages benefits processing, including qualifying life event changes and other benefits updates outside of open enrollment, ensuring accuracy and compliance with applicable requirements. - (Essential)
- Serves as the primary point of contact with benefit carriers and Benefits Administration representatives regarding benefits matters for current and former employees. - (Essential)
- Provides guidance and responds to questions from prospective, current, and former employees regarding benefits, Human Resources policies, and related processes. - (Essential)
- Addresses employee concerns and workplace conflicts and conducts employee meetings, as appropriate, to assist in resolving employee relations matters. - (Essential)
- Serves as backup to the Human Resources Director for FMLA administration and employee workplace accommodation processes. - (Essential)
- Oversees core Human Resources office operations, including HR data management and formal written and verbal correspondence with employees, applicants, governmental agencies, and the public. - (Essential)
- Maintains Human Resources systems, processes, and physical and electronic employee and benefits records in accordance with applicable requirements. - (Essential)
- Participates in administrative meetings, professional development activities, and seminars to support departmental effectiveness and professional growth. - (Essential)
- Serves as liaison with benefit carriers and provides required employee information related to disability claims. - (Essential)
- Supervises the Human Resources Assistant and student workers by providing direction and training, assigning responsibilities, monitoring workload, and providing performance feedback. Ensures accuracy, timeliness, and compliance in HR processes and serves as backup for assigned duties as necessary. - (Essential)
- Performs other duties as assigned in support of Human Resources operations and the College’s mission. - (Essential)
Minimum Qualifications
- Bachelor’s degree in Human Resources, Labor Relations, Management, Business Administration, or a related field.
- Five years of experience in higher education, government, or public-sector environments.
- Strong organizational skills and attention to detail, with the ability to manage processes involving multiple steps, deadlines, and variables while maintaining accuracy.

- Experience working in a higher education environment.
- Experience leading benefit sessions and employee engagement initiatives.

- Strong leadership, communication, and interpersonal skills.
- Demonstrated ability to maintain confidentiality and exercise sound judgment, professionalism, discretion, and empathy when handling sensitive employee matters.
- Comprehensive knowledge of federal and state employment laws and regulations, with the ability to interpret and apply requirements as laws and regulations evolve.
- Knowledge of employee relations, recruitment, benefits administration, and Human Resources practices.
- Ability to manage multiple priorities effectively in a deadline-driven environment.
- Ability to communicate effectively with a diverse range of stakeholders, including employees, benefit representatives, students, job applicants, governmental representatives, investigators, law enforcement personnel, and members of the public.
