Position Summary
Sworn law enforcement lieutenant serves as Shift Commander for public safety and police personnel. Works either 0645-1500 hrs. or 1445-2245 hrs. Responsible for planning and coordinating shift operations, including incident responses and criminal investigations, inspecting and evaluating personnel and equipment, and ensuring that employees are in compliance with departmental policy, FERPA, Title IX, Clery, and Violence Against Women Act (VAWA). Safeguards and ensures accountability of accreditation standards. Responsible for the protection of life and property, enforces laws and ordinances on all property owned and operated by the college. Participates in the formulation of policy and procedure; instructs stakeholders as to the services provided by Public Safety and Police; ensures proper handling of evidence and property; conducts internal investigations; reviews reports; issues citations, and testifies in court. Interviews and selects candidates for new hire; trains and instructs police officers on matters of constitutional and criminal law, court testimony, and report writing; assists allied agencies with traffic control, criminal matters, and emergency responses; maintains discipline and investigates citizen complaints. Works on operational issues with the Patrol Operations Commander and conducts other duties as required by the Chief. Works posts assignments on a regular basis when staffing shortages arise.

Job Duties and Responsibilities
Inspect and evaluate personnel and equipment, improve accountability standards, maintain discipline, and receive and investigate citizen complaints. Conducts bi-annual performance reviews of shift employees; provides input and proof of compliance in accordance with the department accreditation process.
Oversee criminal investigations and provide highly responsible assistance to the Director (Chief) and Patrol Operations Commander (Captain). Reviews work schedules and analyzes personnel deployment to ensure proper coverage for routine and special assignments, while minimizing overtime.
Classified as essential personnel who work shifts in all types of weather and environmental conditions, while wearing a ballistic vest and full gun belt, and are also subject to extended hours and call-out. Patrols posts and responds to calls for service regularly when staff shortages arise, with a focus on community-oriented policing.
Train and instruct police officers on constitutional and criminal law, court testimony, report writing, and other operational concerns. Participate in the formulation of policy and procedure. Review and approve the officer training request and forward the same to the appropriate staff.
Coordinate daily shift functions to include roll call training & assignments, reviews, and write reports. Provides oversight with investigations, including review of CCTV footage. Completes work schedules and assignments, including leave approval. Complete employee injury reports. Works closely and collaborates with college counselors and other mental health professionals, including assessing persons who may be showing signs of mental illness or in need of an emergency petition. Prepares documentation and reports for submission to the Behavioral Intervention Team.
Work closely with allied agencies on traffic and criminal matters and emergency operations that occur on campus. Instruct parents and students as to the services provided by Public Safety and Police. Ensure that employees comply with departmental policy, FERPA, Title IX, the Violence Against Women Act, and the Clery Act.
Attend required certification trainings. Prepare and administer appraisals of subordinates. Interview and select candidates for new hire.

Required Qualifications:
Associate's degree
Certified with the Maryland Police Training Commission or able to obtain certification. (previously certified within the past three years)
A minimum of 10 years of experience in progressively responsible positions in a law enforcement agency, including 3 years of supervisory experience at the rank of sergeant or higher and/or administrative experience in a department of 50 sworn officers or larger.
Knowledge of law enforcement and public safety procedures. Proficiency in safe handling of firearms.
Possess a valid Maryland driver's license, have a good driving record, and be capable of operating a police car during day and night, in emergency situations involving speeds in excess of posted limits, in congested traffic and in unsafe road conditions. Demonstrated organizational and time management skills.
Ability to relate to and gain the confidence and cooperation of the members of the academic community, deal tactfully and effectively with a wide range of people and act rationally in an emergency. Ability to mediate disputes, to evaluate threats to public safety, and to ensure that such threats are neutralized.
Ability to hold subordinates to standards in a fair and impartial manner. Ability to assume authority, and allow others to receive credit, to gain consensus, work as a team. Must be able to describe the knowledge skills and abilities needed for a particular position, develop tools to measure these, and hire best candidates
Must have a robust, working and updated knowledge of Maryland Traffic Law, Criminal Law, and Active Shooter Response. Must be able to train officers in the same. Knowledge of basic computer operating skills to include email, Microsoft Office applications, specifically Excel, Word, and PowerPoint

Preferred Qualifications:
Experience in a college or university setting and advanced training or certification in additional public safety or law enforcement areas are preferred.

Pay dates occur on the 7th and 22nd of each month. If those dates fall on a weekend, the pay date occurs on the Friday prior to the 7th and 22nd. As an employee of the college, you are eligible for a comprehensive benefits package.
