Summary: Come join the CEMRC team! The Environmental Manager is a critical role at the CEMRC, responsible for ensuring a safe and compliant work environment. This position oversees all aspects of environmental health and safety, from daily operations to emergency preparedness. Position is located in Carlsbad, NM.
Classification Summary:
Develops, plans, coordinates and manages institutional Hazardous Waste Programs (chemical, biological, universal) and hazardous materials recycling to ensure regulatory compliance with all applicable University policies and strict local, state and federal regulations. Advises the assistant director on strategies and tactics relating to the technical and regulatory direction of the environmental management programs. Develops and implements environmental policies and procedures and systems to monitor, follow up and ensure environmental compliance. Researches and evaluates university environmental issues and conducts related educational training and presentations.
Classification Standard Duties:
Manages the implementation of the University hazardous waste disposal and chemical recycling programs relating to regulatory compliance as required by local, state, and federal agencies including the U.S. Environmental Protection Agency (EPA) and the New Mexico Environment Department (NMED); develops and keeps detailed records such as hazardous and non-hazardous manifests, waste determinations and associated documents. Develops/updates hazardous materials/waste storage and disposal policies and procedures to ensure efficient and safe operations of the unit and University. Directly responsible for the proper segregation of all chemical waste items turned in for disposal at NMSU. This includes properly identifying compatible chemicals capable of being mixed together without unwanted reactions. Physically mixes compatible chemicals. Also responsible for sampling, identifying and shipping all hazardous waste turned-in for disposal. Perform hazardous category chemical analysis tests to identify unknown chemicals. Responds to, mitigates and investigates reports of hazardous materials releases. Develops/updates safety procedures and protocols in related areas. Trains and advises the university staff of safety procedures and protocols through development and presentation of hazardous material/waste training offered through HazCom program and the extensive hazardous waste management classes and special refresher briefings. Manages inspections of university facilities to ensure compliance with hazardous waste regulations; makes recommendations or takes action to mitigate risks and minimize potential environmental pollution. Properly dispose of chemicals and implement environmental regulations to avoid potential fines, negative publicity and criminal liability. Oversees the supervision of personnel, which includes work allocation, training, promotion and enforcement of internal procedures and controls, and problem resolution; evaluates performance and makes recommendations for personnel actions; motivates employees to achieve peak productivity and performance. Serves as liaison between the university community and appropriate regulatory agencies. Represents the department to various institutional departments as well as the University, and externally to governmental agencies, the media and the community; promotes existing and new programs and/or policies. Ensures all required hazardous waste reports are submitted accurately and on time to EPA/NMED .Assist with formal procurement solicitations for environmental services in compliance with University business policies and NM state procurement code.. Responds to hazardous material spills and implements monitoring and clean-up plan. Perform related duties as assigned.
Required Education, Experience, Certification/License, Equivalency
Required Education:Bachelor's degree in a related field.; Required Experience:Four (4) years of professional experience directly related to the standard duties as outlined. Or two (2) years professional experience when combined with a Bachelor's degree in Chemistry. ; Equivalency:Any equivalent combination of education, training and/or experience as approved by Human Resource Services.; Required Certification/License:

Job Duties and Responsibilities
As designated by the CEMRC Director, responsible for essentially all operations and functions related to environmental health and safety at the CEMRC facility. In summary, the Environmental Manager is responsible for overseeing the adherence to environmental health and safety rules of the university, the CEMRC chemical hygiene plan, and relevant laws of the State of New Mexico. Specifically, the Environmental Manager conducts periodic walk throughs of the different laboratories and identifies any potential risks and hazards and actions that need to be taken to address any potential issues; inspects on a quarterly basis emergency showers and eye washes; schedules safety meetings at least quarterly; keeps the chemical inventory up to date; conducts periodic smears of all laboratories to monitor potential contamination from radionuclides; transfers hazardous and radiological waste to collection points and coordinates the pickup of that waste for disposal; is responsible for inspecting and receiving as well as shipping of radioactive materials; oversees the delivery of compressed gas cylinders; approves the purchase of chemicals; and coordinates, participates in, follows up on health and safety inspections by the university, state, or sponsors. Performs other related duties as assigned.
