ADMINISTRATOR OF CAREER AND TECHNICAL EDUCATION (CTE) 

 

GENERAL RESPONSIBILITIES:

 

  • Responsible for providing leadership for the middle and high school career and technical education (CTE) programs; Formulating and administering a comprehensive, modern program of career and technical education.

  • Responsible for planning, developing, implementing, and monitoring the career and technical educational curriculum in conjunction with the school principals and the executive director of curriculum and instruction.  

  • Responsible for assessment and staff development of the school division’s career and technical education program.

  • Provide oversight, provision for planning, and liaison-ship for the community college, and the school division (in conjunction with the high school principal and the executive director of curriculum and instruction).

  • Responsible for Federal and State CTE grant applications and reimbursements including Perkins Funds.

  • Supervision of high school activities and other daily supervisory responsibilities (lunch duty, hall duty, game duty, etc.)

 

 

ESSENTIAL TASKS:

  • Supervise and provide oversight for the division-wide (secondary) CTE instructional program.

  • Coordinate curriculum and assessment development, implementation and revision.

  • Recommend expansion or elimination of CTE courses and programs as necessary.

  • Coordinate division-wide, and secondary complex wide CTE education activities.

  • Participate in instructional audits and academic reviews.

  • Oversee the development and implementation of CTE dual enrollment courses with local colleges and universities.

  • Work collaboratively with CTE teachers to pursue and complete industry level certifications or licensures to provide authentic learning experiences for all students.

  • Work in conjunction with the alternative education/remediation programs to provide opportunities to these students.

  • Work collaboratively with the CTE teachers, Work Based Learning Specialist, students, industry leaders, and finance personnel to develop and manage School Based Enterprises.

  • Allocate and oversee expenditure of funds for all CTE programs, remediation, with respect to the secondary level including Federal Grant programs such as Perkins, CTE Equipment, CTE STEM-H and Industry Certification Costs.

  • Assist teachers in the improvement of instructional delivery and performance.

  • Observe and evaluate staff, and develop plans for improvement (when necessary).

  • Indirectly supervise the efforts of teachers in secondary schools.

  • Serve as the resource and advisor to CTE teachers.

  • Coordinate meetings with other content specialists, teachers, administrators and other central office personnel to disseminate information regarding current developments and teaching practices in the field.

  • Work collaboratively to develop and conduct division-wide staff development for CTE instructional staff.

  • Oversee the development and implementation of professional development for all CTE instructional personnel.

  • Serve as the CTE contact and liaison with parents and the community regarding the division’s secondary instructional program and Career and Technical Education.

  • Evaluate the effectiveness of instructional methods and recommend revisions as needed.

  • Observe and evaluate in conjunction with the high school principal all CTE instructors.

  • Provide guidance and leadership to all supervisors and teachers of Career and Technical Education regarding policies, procedures, and direction of CTE.

  • Direct and monitor the curriculum development for all CTE programs.

  • Prepare operating budget for all CTE programs in conjunction with the high school principal and director of finance.

  • Oversees the scheduling and administration of the VDOE approved industry certification and operational competency assessments.

  • Track students’ progress towards successful completion of CTE Student Industry Credentials needed for graduation and provide up to date records of students' progress to the school counselors and Coordinator of Testing and Accountability.

  • Provide oversight and a working relationship with the Work Based Learning specialist.

  • Administer procedures for receipt and expenditures of all CTE funds in compliance with local, state, and federal regulations, and in conjunction with the high school principal, the Executive Director of Curriculum and Instruction and the Director of Finance.

  • Ensure that all CTE reporting is completed accurately and on time. 

  • Review CTE curriculum updates to ensure that SOLs are aligned and share these updates and alignment strategies with the high school principal and executive director of curriculum and instruction.

  • Assist with development and administration of assessment for evaluating initiatives.

  • Monitor compliance with School Board Policies and Regulations.

  • Perform related work, as required.

 

KNOWLEDGE, SKILLS, AND ABILITIES:

Thorough knowledge of the principles, practices, and procedures of career and technical education and school administration; thorough knowledge of policies and regulations governing the school division for local, state and federal entities; thorough knowledge of school division objectives, procedures, and organization; thorough knowledge of principles and methods of curriculum and training design, teaching and instruction for individuals and groups, and effective leadership practices; ability to provide leadership, development and coordination of career and technical education programs; ability to work collaboratively with the middle and high school principals to implement, supervise, and evaluate the career and technical programs and the instructors; knowledgeable of career and technical credentials, industry standards, technology applications and continuous improvement principles; ability to demonstrate excellent oral and written communications skills; ability to establish and maintain effective working relationships with school officials, administrators, teachers, and staff; strong networking skills.

 

EDUCATIONAL REQUIREMENTS:

Master’s Degree, Postgraduate Professional License; Endorsements in administration and supervision PreK-12.  Significant experience as a CTE instructor and/or as administrator with experience working with career and technical education.
