General Information:

The Financial Manager plays a critical role in advancing the mission of the Center for Global Engagement (CGE) by overseeing all fiscal operations and ensuring sound financial integrity and management across CGE’s units and the JMU Passport Center. This position leads strategic financial planning, ensures compliance with university and state policies, and provides budgetary guidance and management in support of CGE’s programs and initiatives. The Financial Manager supervises the CGE Fiscal Specialist and serves as the managing authority of the JMU Passport Center, maintaining compliance with U.S. Department of State regulations.

 

Duties and Responsibilities:

Fiscal Management and Compliance:
• Lead financial planning, budgeting, analysis, and reporting for all CGE units, including Education & General (E&G), auxiliary, grant, and local accounts.
• Provide fiscal leadership in support of CGE’s strategic goals and resource allocation.
• Approve and oversee all departmental financial transactions, including procurement, travel, and account reconciliations.
• Ensure compliance with university, state, and federal financial policies and procedures.
• Serve as the primary liaison to university offices such as Academic Resources, Budget Management, University Business Office, Procurement, and International Accounting.
• Collaborate with CGE directors on shared or institutionally funded financial operations.
• Oversee staff training, reporting procedures, and audit readiness.
• Offer financial consultation on inter-unit projects and external contracts.

Operational Oversight and Supervision:
• Supervise the CGE Fiscal Specialist and support other administrative staff on fiscal processes.
• Review and manage CGE contracts with third-party providers.
• Review and approve CGE employee personnel actions (ePARs).
• Approve Chrome River Pre-Approvals for CGE travel and expenditures.
• Review and approve University employees’ international travel requests.

JMU Passport Center Management:
• Support the JMU Passport Center in compliance with U.S. Department of State regulations.

 

Qualifications:

Required:
• Demonstrated experience managing complex budgets, financial systems, and staff, including E&G, auxiliary, local, and grant accounts.
• Strong knowledge of university or state-level financial policies, procedures, and compliance standards.
• Excellent analytical, organizational, and communication skills, with attention to detail and accuracy.
• Ability to interpret policies and develop procedures that ensure compliance and efficiency.
• Capacity to manage multiple responsibilities and deadlines with a high degree of independence.
• Ability to lead diverse administrative functions and collaborate professionally across university and external stakeholders.
• Skill in analyzing financial documents, including those from foreign vendors or service providers.
• Commitment to cultural sensitivity and intercultural communication in a professional setting.

Additional Considerations:
• Significant experience in accounting, finance, or a related field, demonstrating expertise in managing budgets and financial operations.
• Experience working in higher education, particularly in international programs or global engagement contexts.
• Proficiency with enterprise financial tools (e.g., Chrome River, eVA, PeopleSoft).
• Familiarity with contract management, procurement processes, and audit preparation.
• Experience managing grants from federal and non-federal sponsors.
• Background in supervising service centers or operational units.
• Knowledge of business processes, personnel transactions, and budgetary controls in a university setting.
• Awareness of international protocol, cultural diversity, and global higher education practices.
