Department Summary

This position will direct and manage the budgeting and financial reporting functions. The position is responsible for the preparation of the consolidated operating budget and preparing and monitoring the operation budget. The director will work in coordination with other administrative offices to develop budgetary processes for the allocation of resources to meet strategic goals. In addition, the position is responsible for overseeing and managing all financial reporting functions. This position provides financial accountability and ensured compliance with federal, state, and university requirements, policies and procedures. This position will continually review processes to ensure a strong system of internal controls, and lead the development and management of budgets on a self-sustaining financial basis, identifying, analyzing, and communicating variances to leadership. The position may supervise full time and part time employees. Work is performed with great independence and discretion under the supervision of the VP of Finance and Planning.

Minimum Qualifications

Bachelor's degree and six (6) years of related experience; or any equivalent combination of education and experience.

Knowledge, Skills and Abilities

* Expertise in budget preparation, accounting procedures, and fiscal management in higher education and institutional settings.
* Knowledge of budgeting regulations and procedures to ensure compliance with institutional policies and state/federal guidelines.
* Ability to perform cost analysis and fiscal allocation to inform budget decisions and optimize resources.
* Understanding of financial reporting systems and processes for generating regular and special budget reports.
* Familiarity with developing and implementing budget strategies for departments and units to meet financial goals.
* Strong analytical skills to assess and interpret budget reports, maintaining expenditure controls.
* Ability to guide and train budget managers and staff on budget policies and best practices.
* Strong decision-making skills to recommend approval or disapproval of funds requests and make budgetary decisions.
* Effective communication skills for providing advice and technical assistance to departments, units, and leadership.
* Ability to address special budget-related situations with tailored recommendations and solutions.

Job Duties:

  • Supervises the preparation of the annual University Budget and the preparation of summary analysis to be reviewed by the budget committee. 
  • Provides guidance to the entire University community in all areas related to the budget; identifies discrepancies or departures from established budget guidelines for review by Vice President Finance and Planning and/or CFO.
  • Determines accuracy and validity of budget authorization forms; analyzes budgets, accounts, estimates revenues and available funds for all funding sources and appropriation bill proposals; implements budget controls and supervises maintenance of approved adjustments. 
  • Designs and prepares special reports as requested by University administration and assists in preparing the Legislative Appropriation Request. 
  • Provides leadership/oversight of institutional effectiveness efforts within the unit(s) including the use of assessment results and linking results to planning (applicable to unit heads); recommends and implements revisions in procedures to meet departmental objectives. 
  • Hires, trains, monitors, and conducts scheduled evaluations of the work performance of employees supervised (applicable to non-classified staff with unit head, managerial, or supervisory assignments). 
  • Manage internal and external financial obligations and expenditures, and perform analyses to ensure budgeting execution is aligned with institution goals. 
  • Prepare and manage annual budgets, including monthly reports for internal review; responsible for overseeing monthly budget reconciliations. 
  • Provide analysis of financial data, forecasts, and the monitoring of key financial metrics. - (Essential)
