Department Summary
UNT System Business Services and Procurement provides enterprise-wide leadership for purchasing, sourcing, and contracting operations across all institutions. The team is responsible for ensuring compliant, efficient procurement processes while advancing strategic sourcing, vendor management, and risk oversight. It also drives system-wide initiatives such as digital procurement platforms, third-party risk management, and policy modernization. The function is focused on improving operational efficiency, reducing risk, and delivering measurable financial and service value to the institution.

Position Overview
This position serves as the institutional owner of a third-party sourcing service. It is an operations-focused vendor management role within procurement, with accountability for service delivery, performance, and coordination.

Minimum Qualifications
Bachelor's degree in business, public administration, supply chain management, or a related field and four years of professional related experience; or any equivalent combination of education, training and experience.

Knowledge, Skills and Abilities
* Knowledge of project management tools and their effective use in managing programs and operational initiatives. * Knowledge of public-sector procurement processes, sourcing strategies, and compliance requirements. * Knowledge of cooperative purchasing, piggybacking, and other procurement methods commonly used in higher education or public institutions. * Ability to utilize MS Excel, MS Word, MS Teams, and other digital platforms to track program performance, manage data, and support reporting. * Ability to collaborate with internal stakeholders and external service providers to support program objectives. * Ability to manage vendor relationships and monitor third-party service provider performance. * Ability to analyze procurement data and identify opportunities for operational improvement and strategic sourcing value. * Ability to maintain effective interpersonal relationships and coordinate across multiple organizational units.

Job Duties
- Vendor Performance Management
• Serve as the day-to-day manager of the outsourced sourcing provider • Monitor performance against defined deliverables, timelines, and expectations • Manage vendor accountability, issue resolution, and escalation • Oversee service quality, consistency, and responsiveness • Coordinate vendor activities with internal stakeholders
- Sourcing Intake & Coordination
• Receive and triage sourcing requests above the formal solicitation threshold • Route requests to the vendor and ensure proper scope and clarity • Review vendor outputs (award opportunity responses) for completeness and usability • Coordinate communication between the vendor and internal requestors
- Procurement Decision Support
• Partner with the CPO to determine appropriate sourcing pathways (GPO, cooperative, piggyback, etc.) • Support vendor selection processes when multiple contract options exist • Provide guidance to departments on next steps (evaluations, demos, quotes)
- Compliance & Exception Handling
• Manage intake and review of sole source and emergency procurement requests • Ensure documentation meets institutional, audit, and regulatory standards • Redirect disapproved requests into the standard sourcing workflow when applicable
- Reporting & Performance Tracking
• Track outcomes related to vendor performance, cycle time, and sourcing effectiveness • Provide data to support evaluation of the outsourced model (savings, utilization, efficiency)
