Department Summary

The UNT System Strategy Office works closely with the Chancellor, Board of Regents, and institutional leadership to support, build, and implement strategic priorities focused on advancing the UNT System Enterprise.

The Strategy Office prioritizes collaboration across Government Relations and Academic Affairs and emphasizes forging strong, trusted partnerships both internally – with system and campus leadership, and externally – with policymakers, staff, and strategic stakeholders – to drive outcomes, maximize opportunities, and ensure the alignment of goals, priorities, and resources for the UNT System, its institutions, and the students and families we serve.

Position Overview

The Assistant Vice Chancellor for Government Relations reports to the Deputy Chief Strategy Officer. The position is responsible for providing effective communication and representation for the UNT System and its component institutions with state legislative bodies and agencies and providing guidance and support across the UNT System Enterprise on matters related to budget and finance.

Minimum Qualifications

Position requires a bachelor’s degree, at least fifteen years of relevant state budget analysis, state policy research, and higher education experience, and a demonstrated advancement of role and responsibility in their career.

Knowledge, Skills and Abilities

· Detailed knowledge of state budget processes;
· Advanced fiscal analysis and preparation;
· Knowledge of higher education structures and operations;
· Knowledge of legislative processes at all levels of government;
· Ability to set priorities and accomplish goals;
· Ability to work effectively and collaboratively as a member of the UNT System team;
· Exercise sound and informed judgment; and
· Excellent interpersonal and communication skills, both written and oral, with a strong emphasis on the production of budget briefing materials.

Job Duties

  • Advises the UNT System Strategy Office and system/campus leadership in formulating general and state appropriations strategies related to UNT System policies and procedures to guide governmental relations and other budget and finance engagement and activities.
  • Assists the System Strategy Office by representing the UNT System, with special emphasis on state appropriations, budget policy and business affairs, with the Texas Legislature, governmental agencies, and other related stakeholders. 
  • Reviews, tracks, and provides analysis and advice on legislation and budget policy proposals from the Texas Legislature, state agencies, and other stakeholders affecting the UNT System and its component institutions, including policy issues impacting business operations. 
  • Develops and maintains relationships with the Texas Legislature, legislative staff, relevant state agencies, institutions of higher education, and other related stakeholders to effectively communicate UNT System and institutional priorities.
  • Responds to requests and provides information, statistical data, and analytics on the UNT System and its component institutions. 
  • Develops, reviews, and provides analysis on funding policy issues, with a particular emphasis on state funding including formula funding, state budget and financial reporting, research funding and other UNT System enterprise budget matters. 
  • Performs other duties, including special assignments, research, and projects as directed, and participates in and attends meetings and trainings as needed. 
  • Adheres to and fosters high standards of ethical conduct, compliance with all applicable laws and regulations, and appropriate financial oversight and controls. 
  • Observes safety, security and confidentiality precautions appropriate to work.
