Performs responsible work maintaining records for the Department’s property and evidence function which includes entering data within a required time frame, labeling and storing items, accurately retrieving statistics and information, and assisting with inspections and audits.

Responsibilities
• Works on all computer files in relation to property/evidence for the department. Prepares & distributes written reports. Maintains and compiles statistics related to property/evidence. • Assists with management of property control areas including property/evidence packaging area, storage lockers, refrigerators, vehicle impound lot, and a separate secure storage area (Vault) for sensitive property items. Provides documented chain of custody for all property/evidence from entry into system until final disposition. Testify in court as needed. • Approves all property/evidence vouchers, logs evidence into system assigning property control numbers and assigning storage locations. • Stores all property/evidence in the property room and maintains all property/evidence in accordance with department policies, Accreditation Standards and Code of Virginia. Assists full-time sworn personnel with audits and inspections of the property control system. • Transport to or pick-up from any property/evidence to a specified forensic laboratory or Office of the Chief Medical Examiner. • Assists full-time sworn personnel with applying for, executing and reporting on Court Orders regarding property/evidence dispositions. • Completes state mandated reports to Department of Unclaimed Property. Initiates and completes applications with Division of Motor Vehicles for vehicle titles of seized vehicles. Sends certified letters to owners of tangible property and prepares disposition of items for auction. • Provides assistance and training to others on property/evidence collection, handling, packaging and lab submittal. • Manages stolen property in files for comparison with evidence/property collected and provides reports to investigations. Reviews with all department members the status of property/evidence in their name in the system. Maintains towed vehicle records and records of property collected by department not entered into property control system. • Processes applications and maintains files for Conservators of Police, gold buying licenses and tow company rotation list. • Analyzes current policies and works with full-time staff to develop procedures and implement improvements in operating procedures. • Types form letters and reports; reads, sends and responds to emails; navigates internet and local intranet. • Performs other duties and special projects as assigned.

Qualifications:
Any combination of education and experience equivalent to a high school diploma or equivalent, including or supplemented by course work in property and evidence handling. • Must possess, or be able to obtain within 30 days after hire, a valid Virginia driver’s license and have an acceptable driving record based on James City County’s criteria. • Must possess, or be able to obtain within three (3) months of hire, a VCIN Limited certification from the Virginia State Police. • Knowledge of principles and processes for providing excellent customer service. • Ability to prioritize, organize and perform work independently to meet deadlines; work accurately and rapidly; learn, interpret and communicate the policies, procedures and services of the Department; maintain complex records with limited supervision. • Knowledge of the rules of evidence in criminal cases; knowledge of department policies affecting evidence collection, preservation, proper handling and guidelines of the State Forensic Laboratory regarding evidence submittal. • Ability to analyze evidence collection/lab submittal procedures; Ability to keep current on changes in property/evidence procedures in Courts of jurisdiction to ensure compliance with these changes. • Ability to attend State or local certified training in a specialty area such as evidence collection, instructor training or drug recognition preferred • Ability to manage several projects or tasks simultaneously, meeting deadlines and project goals.
