In addition to annual cost-of-living increases, our step pay plan provides regularly scheduled wage increases throughout the course of a career. * Candidates with minimum experience and qualifications may be hired into the first step of a pay grade. If hired at the entry level, the JCSA pay plan is structured to provide:

  • 5.0% step increases annually for the first four years of service.
  • 1.5% step increases annually, thereafter.

Responsibilities:

  • Researches and manages a variety of financial and operational issues to support JCSA’s fiscal and Customer Service operations.
  • Responsible for sourcing quality products, goods, and services at competitive prices, negotiating with suppliers, and ensuring compliance with procurement policies and regulations; solicits telephone and written quotations for ordering materials and services.
  • Enters purchase orders (POs) into MUNIS; monitors contract expiration dates and manages contract renewals.
  • Supports Customer Service by answering customer inquiries and interpreting information from a variety of databases including customer billing software and Geographic Information System (GIS) software programs.
  • Enters transactions into various computer-based applications such as MUNIS and SpryCIS; creates, processes, and manages purchasing workflow for JCSA staff, and assists in preparing weekly refund report for MUNIS entry.
  • Reconciles end of month Customer Service reporting to accounting.
  • Assists with other departmental functions including but not limited to budget, accounting, and risk management tasks, as needed.
  • Coordinates customers move in and out requests, and service requests such as leak adjustments and water meter trouble shoots.
  • Assists Business Manager, Assistant General Manager, and Customer Service Manager with varied tasks.
  • Assists with Risk Management communications and administration as needed.
  • Performs other duties as assigned.

Qualifications:

  • High School diploma or equivalent, completion of business or accounting coursework a plus; and extensive experience working in utility billing, accounts receivable/payable, or procurement including customer service experience.
  • Must possess reliable transportation to work site(s).
  • Knowledge of data entry, automated financial recordkeeping systems, and various microcomputer software packages; and standard office procedures, practices, and equipment; principles and processes for providing customer service including setting and meeting quality standards for services, and evaluation of customer satisfaction.
  • Skill in use of computer software, including Microsoft Office Suite.
  • Ability to communicate effectively, both orally and in writing; establish and maintain effective working relationships with other county employees and the public; establish and maintain complex records; research, assemble, and organize data and prepare reports and correspondence; exercise independent judgment and initiative and attention to detail in accordance with established policies and procedures with minimal supervision; and resolve problems and complaints to deliver a high level of customer service.
