Job Description
Reporting to the Associate Vice President for Finance and University Controller, the Bursar is responsible for the effective operation of the student account and cashier functions for main campus as well as Radford University Carilion campus. This work includes management of the ERP (Enterprise Resource Planning) accounts receivable module. The Bursar will manage a variety of financial areas including, but not limited to, cash receipts, collections, and payment activities. This individual will also interact with multiple departments, such as Financial Aid, Registrar, Housing and Residential Life, and University Services, as well as parents, faculty, and staff. There will also be responsibility for effectively implementing policies and procedures, reporting and data analysis as required by federal, state and university regulations.

Required Qualifications
Demonstrated ability to effectively lead, supervise, and train fiscal staff in a complex accounting environment. Demonstrated customer service experience including such skills as conflict resolution and employee development. Demonstrated ability to prioritize and manage multiple tasks concurrently coupled with excellent organizational and delegation skills. Thorough knowledge of generally accepted accounting principles (GAAP). Demonstrated cashiering experience to include managing receivables and fee assessments. Demonstrated experience of advanced problem solving and analytical skills. Proficiency with Microsoft applications, with demonstrated advanced skills in Excel and Word. Experience in interpreting complex governmental laws or regulations; in creating and implementing policies and procedures to ensure compliance with these regulations or enhance internal accounting controls; or extensive experience in auditing and interpreting governmental laws and regulations. Possession of effective and persuasive communication skills necessary for achieving goals, resolving conflicts, and working collaboratively with a diverse group of constituents in a decentralized university community. Demonstrated ability to think strategically and analytically, to work autonomously and exercise good judgment and make decisions based on accurate and timely analysis. Demonstrated commitment to individuals and community, innovation, integrity, learning, diversity, student success and service excellence in the performance of job duties. Demonstrated evidence of ability to perform analysis of business processes within areas of responsibility to create efficiencies, monitor operational effectiveness, and maintain excellent internal accounting controls. Experience in Bursar's office, student accounts, financial aid, or financial management in a public higher education environment.
Education: Master’s degree in accounting, finance, business administration or related field, or Bachelor’s degree in these fields and significant related experience.

Preferred Qualifications:
Experience in planning, implementing, and assessing the effectiveness of automated systems to process large volumes of transactions for accounts receivable, cashiering/banking operations, treasury management, or other financial transactions while providing excellent customer service for these operations. Previous experiences using Ellucian Banner and Slate systems for Finance, Accounts Receivable/Student Accounts or similar ERPs. Experience in implementing new account receivable ERPs. Working knowledge of financial aid practices and procedures, collection laws and regulations, collection practices and techniques. Knowledge of the Payment Card Industry Data Security Standards (PCI-DSS). Experience leading cross functional teams for at least 5 years.
