About this Position
Serves as OSU-Oklahoma City’s sole grants professional. Leads grant development and administration, aligning external funding with institutional priorities and building faculty capacity to lead funded projects. Ensures compliance with federal, state, OSU System, and OSU Foundation requirements from proposal approval through closeout. Serves as Principal Investigator for the Carl Perkins Postsecondary Consortium grant.
Required Qualifications
Education:
Bachelor’s degree in education, English, communications, business, public administration, nonprofit management, or a related field. An equivalent combination of education and experience may be considered.
Work Experience:
- Minimum of three years of grant development and administration experience in higher education, government, or a nonprofit organization.
- Documented record of funded federal grant proposals, including at least one multi-year award.
- Experience developing budgets, timelines, logic models, work plans, and evaluation plans for competitive proposals.
- Experience with post-award financial management, including budget monitoring, modifications, and closeout.
Skills, Proficiencies, and/or Knowledge:
- Research and proposal development skills – Must have knowledge of federal grant guidelines. Proficient writing and research skills. Ability to listen and develop information into grant proposals and codify ideas into coherently written text. Must be able to create key proposal items such as detailed budgets, timelines, logic models, work plans, and compelling narratives. Provides guidance to PIs and other team members to create a comprehensive proposal.
- Ability to handle multiple tasks and prioritize effectively with high degree of accuracy and attention to detail.
- Strong interpersonal skills and ability to communicate diplomatically, clearly, and effectively, both verbally and in writing to exchange information, give/receive instructions and respond to inquiries appropriately with all students, faculty, staff and community partners.
- High degree of initiative to work independently and also collaborate in a team environment.
- Demonstrated knowledge of office technologies including but not limited to: office computers, fax machines, scanners, internet, Microsoft Office (Word, Excel, Access, PowerPoint, Outlook).
Preferred Qualifications
Education:
Master’s degree in a related field.
Experience:
- Grant administration experience at a community or technical college.
- Experience administering Carl Perkins funds or working with Oklahoma CareerTech.
Certifications, Registrations, and/or Licenses:
Grant Professional Certified (GPC) or Certified Research Administrator (CRA) credential.
Essential Job Functions:
Grant Development
- Identifies funding aligned with institutional priorities and distributes an annual grants calendar and monthly opportunity digest to leadership, deans, and chairs.
- Leads proposal development with faculty and staff, including narratives, budgets, logic models, partner commitments, and letters of support; reviews all proposals before submission.
- Manages the internal proposal approval process, including review of cost share, institutional commitments, and sustainability.
- Maintains institutional registrations in SAM.gov, Grants.gov, and other funding systems, along with boilerplate and data developed with Institutional Research.
- Coordinates with the OSU Foundation on private and corporate proposals and builds relationships with funders.
- Achieves annual proposal and award targets established with the Vice Provost.
Award Management and Compliance
- Oversees awards from kickoff through closeout, ensuring compliance with 2 CFR 200, state requirements, and OSU-OKC, OSU System, and OSU Foundation policies.
- Reconciles budgets with Finance and Accounting at least quarterly and manages budget modifications, prior approvals, and drawdowns.
- Oversees time and effort, equipment inventory, and subrecipient monitoring; maintains audit-ready records and supports monitoring visits and audits.
- Ensures all reports are submitted on time and communicates with funders and Marketing on project changes, progress, and award announcements.
- Develops grants policies and procedures.
Carl Perkins Postsecondary Consortium Grant
- Serves as Principal Investigator, preparing the annual application and budget for Oklahoma CareerTech and leading the biennial Comprehensive Local Needs Assessment.
- Manages consortium agreements, partner meetings, and review of partner expenditures and claims.
- Ensures Perkins fiscal compliance, including the administrative cost cap, supplement-not-supplant requirements, and time and effort documentation for this position.
- Reports core performance indicators, develops improvement plans when required, and coordinates special populations services with Student Services and Accessibility Services.
Leadership and Development
- Trains and mentors faculty and staff on proposal development and post-award compliance.
- Provides quarterly and annual grant reports to leadership and supplies grant data for accreditation and strategic planning.
- Represents OSU-OKC with funders, state agencies, and workforce partners and serves on committees as assigned.
- Maintains current knowledge of grant regulations and Perkins guidance, completes mandatory training, and participates in at least two professional development opportunities each year.
- Performs all other duties as assigned.

Working Conditions
- Must be able to work flexible hours, including some nights and weekends.

- Occasional travel to career technology center partners, state agency meetings, funder meetings, and professional development events.
Physical Requirements
- Duties require extended periods of sitting, talking and listening.
- Duties require extensive use of computers, telephones and other office equipment.
- Requires possible lifting of up to 25 lbs. (If an object weighs more than 45 lbs., OSU-Oklahoma City requires this to be a two-person lift).
