About the Opportunity

Programmed are seeking a highly capable and commercially astute Service Delivery Manager to lead the delivery of maintenance and minor capital works services across our West Region Delivery Team contract with Sydney Water.

Programmed is one of five delivery partners within a long‑term consortium partnering with Sydney Water to design, build and maintain critical water infrastructure. We are responsible for the Mechanical and Electrical maintenance, Facility Management and the delivery of minor capital works of critical assets across the Sydney Water network in the west of Sydney.

This permanent, full‑time role holds end‑to‑end accountability for contract performance, with a strong focus on service delivery excellence, stakeholder management, safety, compliance, and commercial outcomes. The position is based in Sydney Olympic Park, working closely with Sydney Water and consortium partners in a highly collaborative, regulated, and high‑profile operating environment.

This is a senior, highly visible role requiring exceptional communication skills and the ability to operate confidently at senior and executive levels. You will play a central role in building and maintaining trusted relationships, translating performance data into actionable insights, and driving continuous improvement initiatives that deliver sustainable outcomes for Programmed, the Western Region Delivery Team and Sydney Water.

Key Responsibilities

  • Provide overall leadership and governance for Programmed’s obligations under the Sydney Water contract.
  • Maintain full accountability for contract performance, including safety, service quality, financial outcomes, compliance, and customer satisfaction.
  • Act as a visible and authentic safety leader, embedding a strong safety culture across all teams and activities.
  • Act as the primary senior interface between Programmed, Sydney Water, and consortium partners, building strong, trusted relationships and operating effectively at executive and senior leadership levels.
  • Lead, coach, and support operational leaders, supervisors, and support teams to drive strong performance, engagement, and accountability.
  • Utilise operational, asset, and financial data to identify trends, risks, and opportunities, translating insights into practical performance improvements and efficiencies.
  • Drive continuous improvement across systems, processes, and service delivery models to enhance reliability, productivity, and value.
  • Ensure all works are delivered in line with contractual commitments, legislative requirements, Sydney Water standards, and company safety, quality, and environmental frameworks.
  • Oversee planning and coordination of maintenance activities and asset outcomes, ensuring service levels and performance metrics are achieved.
  • Provide high‑quality reporting and briefings on performance, risks, financial outcomes, and improvement initiatives to internal and external stakeholders.

 

About You

To succeed in this role, you will bring substantial experience in service delivery, operations, or contract management within utilities, infrastructure, facilities management, or other asset‑intensive environments, ideally within regulated or safety‑critical settings.

You are a confident and influential leader with exceptional stakeholder engagement capability, able to navigate complex commercial and operational environments while balancing client expectations, consortium relationships, and internal priorities. You combine strong commercial acumen with a practical, solutions‑focused approach and a commitment to safe, reliable service delivery.

Additionally, you will demonstrate and possess the following:

  • Proven experience managing large, complex service delivery or maintenance contracts with multiple stakeholders.
  • Strong commitment to safety leadership, compliance, and continuous improvement.

  • Highly developed stakeholder and relationship management skills, with the ability to operate effectively at senior and executive level.
  • Experience leading multidisciplinary operational teams, including supervisors, technical, and frontline personnel.
  • Understanding of operations and maintenance within water, utilities, or infrastructure environments (highly regarded, not essential).
  • Strong commercial acumen, including contract governance, budgeting, forecasting, and cost control.
  • Advanced capability in analysing operational and financial data to drive performance improvements and informed decision‑making.
  • Excellent communication skills with the ability to influence, negotiate, and build trust across diverse stakeholder groups.
  • A proactive, pragmatic problem solver able to manage competing priorities in a complex operating environment.
