About the Opportunity

Programmed Facility Management is seeking an experienced and influential HSEQ Manager to lead Health, Safety, Environment and Quality outcomes across our Melbourne Water contract.

As a key member of the contract leadership team, you will lead a team of five HSEQ professionals and play a critical role in shaping culture, strengthening compliance, enhancing operational performance and ensuring positive outcomes for our people, delivery partners and client.

This highly visible leadership role requires an exceptional communicator who can confidently engage with frontline technicians, supervisors, subcontractors, client representatives and senior leaders alike. You will provide strategic guidance while remaining closely connected to operational delivery, ensuring safe systems of work are embedded and practical solutions are implemented across the contract.

Success in this role will come from your ability to influence at all levels of the organisation, build trusted client relationships, identify meaningful improvement opportunities and translate complex legislative and regulatory requirements into practical workplace solutions. You will bring a pragmatic approach to HSEQ, balancing compliance requirements with operational realities to deliver workable, sustainable outcomes that support both safety performance and operational success.

Key Responsibilities

  • Provide strategic leadership across health, safety, environment and quality functions for the contract.
  • Lead, mentor and develop a team of five HSEQ professionals to achieve high performance and continuous improvement outcomes.
  • Partner with operational leaders to embed safe systems of work and strengthen HSEQ capability across the workforce.
  • Build and maintain strong relationships with Melbourne Water, subcontractors and key industry stakeholders.
  • Lead and support incident investigations, corrective actions and continuous improvement initiatives.
  • Monitor HSEQ performance, analyse trends and identify opportunities to reduce risk and improve outcomes.
  • Ensure compliance with legislative, contractual and organisational HSEQ requirements.
  • Support contractor governance and performance management activities.
  • Deliver effective communication and engagement initiatives, including presentations, toolbox talks and leadership forums.
  • Drive a positive safety culture through visible leadership, coaching and influence at all levels of the organisation.

About You

To be successful in this role, you will be an experienced HSEQ leader with a proven ability to influence culture, build trusted relationships and deliver strong safety, environmental and quality outcomes within complex operational environments.

You will also possess:

  • Demonstrated experience leading HSEQ functions within utilities, infrastructure, facilities management, maintenance, construction or related industries.
  • Proven experience leading and developing high-performing teams.
  • Strong knowledge of health, safety, environmental and quality management systems and legislative requirements.
  • Exceptional communication and stakeholder management skills, with the ability to engage effectively from frontline workers through to senior executives and clients.
  • Experience leading investigations, risk management activities and continuous improvement programs.
  • Strong analytical skills with the ability to identify trends, interpret data and develop targeted improvement initiatives.
  • Experience managing contractor HSEQ performance and governance requirements.
  • Ability to balance compliance requirements with practical operational outcomes.
  • You bring a pragmatic approach to HSEQ, balancing compliance requirements with operational realities to deliver practical and sustainable solutions.
  • Strong leadership, coaching and influencing capabilities.
  • Current Driver's Licence.

Highly Regarded

  • Tertiary qualifications in Occupational Health & Safety, Environmental Management, Quality Management or a related discipline.
  • Lead Auditor qualifications.
  • Experience within water, utilities, infrastructure or asset management environments.
  • Experience managing HSEQ outcomes across large-scale maintenance or service delivery contracts.
