The Project
The Tram to Springvale Alliance (TSA) comprising CPB Contractors, BMD Constructions and Arup has been selected to deliver the Eastern Freeway Upgrades between Tram and Springvale roads. The major upgrade includes new express lanes, upgraded noise walls and revitalised sections of the Koonung Creek Linear Park.
The Project is being delivered under an Alliance Contract with Victorian Infrastructure Delivery Authority (VIDA) as the Project Owner and TSA (CPB, BMD and Arup) as the Non-owner Participants (NOPs). Together they form the Alliance working as one to deliver this critical infrastructure project.
As a key component of the North East Link Program (NELP), this project will provide a safer, more efficient freeway connection for over 135,000 vehicles daily, removing 15,000 trucks from local roads, and reduce traffic across on the arterial road network crossing the Yarra River by 50,000 vehicles per day.

Your opportunity

Lead the implementation of CPB’s Safety and Health strategy by developing and delivering key programs and initiatives across the organization. The role is responsible for driving continuous improvement by identifying and implementing opportunities to enhance efficiency, streamline systems, and reduce complexity in CPB’s processes and procedures.
Reporting to the Group Health and Safety Manager, the Health and Safety Manager will sit within the project team and be accountable for:
- Support the implementation and continuous improvement of the Business SHEQ strategy, ensuring alignment with organizational objectives and regulatory requirements.
- Provide strategic governance and advisory support on SHEQ Essentials and CMS Safety Content.
- Identify, assess, and address areas of non-conformance, risk, or inconsistency across business operations.
- Lead and manage training initiatives and system change management, ensuring effective rollout and user adoption.
- Partner with stakeholders to embed best practices in safety systems and processes.
- Lead or support major ICAM investigations, ensuring robust root cause analysis and implementation of corrective actions.
- Monitor and report on SHEQ performance metrics, driving continuous improvement across the business.
Our minimum requirements for this role are:
- Proven experience in SHEQ, safety governance, or risk management roles
- Strong knowledge of ICAM investigation methodology
- Experience with safety management systems (CMS or equivalent platforms)
- Demonstrated ability in change management and training delivery
- Excellent analytical skills with the ability to identify and address gaps or inconsistencies
- Strong stakeholder engagement and communication skills
- A proactive, solutions-focused mindset with a commitment to continuous improvement
