About North East Link 

The Spark Consortium has been selected to deliver the Central Package of the North East Link Project - Victoria's biggest road project.

The Spark Consortium’s Design and Construction Contractor - which comprises Webuild, CPB Contractors, GS Engineering and Construction and China Construction Oceania - will deliver the twin three-lane tunnels and key interchanges for the project.

The Central Package will be delivered as a Public Private Partnership and provides three-lane twin tunnels that will close the missing link in Melbourne’s freeway network from the M80 Ring Road to an upgraded Eastern Freeway, reducing journey times and diverting heavy vehicles away from local roads. Up to 135,000 vehicles will use North East Link every day, reducing congestion in the north-east while maintaining local roads.

About the Opportunity:

The MEI Project Manager (PM) and Construction Manager (CM) roles play an integral part in successful delivery of North East Link’s Mechanical, Electrical and ITS (MEI) scope. This position requires exceptional leadership skills and engineering knowledge in tunnel MEI systems.

The purpose of the PM & CM roles are to ensure the seamless coordination of various teams and stakeholders, effectively managing and supervising technical aspects, maintaining strict compliance with standards, engineering designs and team performance KRAs.

The successful candidates will responsible for overseeing all stages of the project life cycle, from preliminary planning and procurement, to construction, commissioning, and handover of allocated MEI systems.

Key Responsibilities:

  • Lead the planning, scheduling, and execution of multidisciplinary mechanical projects, defining scopes, objectives, and deliverables to align with strategic priorities and available resources.
  • Oversee all phases of project delivery, ensuring mechanical works are completed safely, on time, and to the required standards, including effective coordination of suppliers, subcontractors, and internal resources.
  • Lead, mentor, and develop a team of engineers and project personnel, cultivating an inclusive, high-performance culture built on collaboration and continuous learning.
  • Serve as the primary liaison for project stakeholders, managing communication with clients, consultants, contractors, and regulatory authorities to build strong, cooperative relationships.
  • Champion digital delivery practices and ensure consistent application of digital tools and processes across MEI teams and delivery partners.
  • Drive a rigorous focus on quality and compliance by implementing robust control processes, conducting inspections, and ensuring all works meet contractual, regulatory, and client requirements.
  • Proactively identify, assess, and mitigate project risks, ensuring effective risk management plans are developed and implemented throughout the project lifecycle.
  • Oversee project financial performance, including cost estimating, budgeting, forecasting, and managing expenditures to support delivery within approved budgets.
  • Ensure comprehensive documentation of project activities, decisions, and lessons learned, and provide clear, accurate reporting on project progress, risks, and performance metrics.
  • Lead project close-out activities, including system testing, commissioning, and preparation of handover documentation to support operational readiness and client satisfaction.

Qualifications:

  • Bachelor’s or Master’s degree in Electrical Engineering, or a related field, with professional engineering registration or equivalent.
  • Over 10 years of experience (PM) & 15 years of experience (CM), with a strong portfolio of successful large-scale infrastructure project deliveries.
  • Expert knowledge of Australian Standards, codes, and best practices related to electrical systems, particularly in tunnel and urban infrastructure contexts.
  • Demonstrated leadership and project management excellence, with a track record of leading multidisciplinary teams to achieve project milestones and objectives.
  • Exceptional communication, negotiation, and stakeholder management skills, capable of navigating complex project environments and building consensus.
  • Strategic thinker with a problem-solving mindset, able to innovate and adapt to changing project needs and challenges.
  • Experience with sustainability and environmental compliance in project execution, with a commitment to innovative and green solutions.
