Two CIMIC Group companies, UGL and CPB Contractors have been selected by Transgrid to deliver the 130km western section of the HumeLink high voltage electricity transmission project.

HumeLink is a new 500kV transmission project which will connect Wagga Wagga, Maragle and Bannaby in regional NSW that will significantly increase the capacity of the electricity network in Australia’s eastern states. HumeLink is one of Australia’s largest energy infrastructure projects, with about 365kms of proposed new transmission lines and a range of other new and upgraded infrastructure.

The HumeLink West scope of works, worth $1.4bn, includes delivery of new 500kV double circuit transmission lines spanning ~140kms from Wagga Wagga Substation to a new Substation at Gugaa, the Interface Point with HumeLink East near Gundagai and a new substation at Maragle in the Snowy Mountains for future connection to Snowy 2.0.

Key Accountabilities

As the HVNL Advisor you will play a key role in implementing the Heavy Vehicle Management Plan, conducting training for project personnel, coordinating haulage contractor compliance, inspections and audits, and overseeing incident reporting processes related to heavy vehicle operations. across all project activities of HumeLink West project.  Your responsibilities will include:

Compliance & Chain of Responsibility (CoR)

  • Ensure the project complies with HVNL and CoR legislation across all transport and haulage activities.
  • Maintain a thorough understanding of legislative requirements and ensure policies and procedures align with current laws.
  • Manage and maintain CoR registers and ensure recordkeeping for compliance.

Training & Awareness

  • Deliver HVNL and CoR training modules to project personnel and subcontractors.
  • Conduct onboarding training for new employees and haulage contractors regarding CoR responsibilities.

Heavy Vehicle Management Plan

  • Implement, and maintain the project’s Heavy Vehicle Management Plan.
  • Collaborate with project stakeholders, including logistics, HSE, and contractors, to ensure alignment and effectiveness

Contractor Management & Audits

  • Conduct pre-qualification assessments and regular audits of haulage companies to ensure compliance with HVNL/CoR requirements.
  • Review contractor systems, maintenance records, driver logs, fatigue management, mass, load restraint, and vehicle standards
  • Provide feedback and follow-up action plans to contractors found non-compliant.

Monitoring & Reporting

  • Monitor heavy vehicle movements to ensure compliance with designated routes, schedules, and site-specific controls.
  • Investigate and report heavy vehicle-related incidents and near misses.
  • Prepare and submit compliance reports to project leadership and relevant authorities as required.
  • Ensure compliance with all relevant legal and regulatory requirements and all relevant Company and Group policies and processes

What are we looking for you to bring to the team:

  • Tertiary qualifications in Transport Compliance, Logistics, Safety, Risk Management, Law, or a related discipline.
  • Minimum 7–10 years’ experience in heavy vehicle compliance, transport safety, fleet operations, or Chain of Responsibility (CoR) advisory roles.
  • Strong knowledge of the Heavy Vehicle National Law (HVNL), including Chain of Responsibility duties, fatigue management, mass/dimension requirements, maintenance obligations, and load restraint standards.
  • Demonstrated ability to interpret, apply, and advise on HVNL, CoR legislation, and associated Australian Standards within a project or operational environment.
  • Experience developing and implementing Heavy Vehicle Management Plans, transport safety systems, and compliance frameworks across construction, civil infrastructure, logistics, or resources projects.
  • Proven ability to conduct audits, investigations, risk assessments, and safety reviews related to heavy vehicle movements and contractor compliance.
  • Experience using transport compliance systems (e.g., fatigue monitoring, telematics, permit management, fleet compliance or equivalent digital platforms).
  • Strong communication and stakeholder engagement skills, with the ability to coach project teams, drivers, subcontractors, and supervisors on compliance and safe transport practices.

Where applicable, evidence of tertiary qualifications and proof of right to work will be required prior to successful appointment.
