The Head of Capital Portfolio Management is a senior leadership role responsible for overseeing the end-to-end capital investment portfolio at Airservices Australia. Reporting directly to the Chief Financial Officer, this role plays a critical part in ensuring capital projects are prioritised, aligned with organisational strategy, and managed through a disciplined, transparent, and value-driven framework.

This position leads the development and execution of strategic investment planning, including governance and financial oversight, to support the long-term operational and strategic objectives of the organisation. The incumbent will provide expert guidance on capital allocation, business case development, and investment decision-making, while fostering strong relationships with internal stakeholders, executive leadership, and external partners.

The Role & The Team

Key Functions of the role include:

  • Driving enterprise-level prioritisation for major capital investments, ensuring alignment across development stages and coordinating a clear, well-communicated capital budgeting and planning process that integrates with Airservices operational planning.
  • Overseeing the forecasting and financial planning of total capital expenditure (Capex) requirements, aligning 10-year projections with the Corporate Plan, cash flow, EPMO program milestones, and project accounting, with spend monitoring through SAP.
  • Delivering comprehensive Capex, Opex, and TOTEX inputs into the business plan, ensuring all investment cases are structured around principles of TOTEX and Total Cost of Ownership (TCO).
  • Providing strategic leadership to the Capital Portfolio Management team coaching and developing senior leaders to strengthen leadership capability across the organisation
  • Leading and supporting workstreams including Sponsors, Leads, Initiative Owners, and Coaches through tailored leadership and coaching initiatives
  • Producing and coordinating high-quality documentation and materials to support portfolio decision making in terms of Compliance, Systems and Reporting

The Person

  • Ability to effectively lead, manage and develop a focussed team to delivery desired outcomes in support of capital portfolio management
  • A strong business acumen and customer services focus, with proven abilities to develop, implement and champion strategic improvement programs and initiatives
  • Collaboratively manage the day-to-day operational and tactical aspects of CPM delivery and respond with agility to changing demands
  • Highly developed written and oral communication skills including a strong capacity to communicate with influence to diverse stakeholders
  • Demonstrated ability to investigate, research, analyse and report conclusions and recommendations

What you will bring

  • Tertiary qualifications in Finance, Engineering, Business, Economics, Management or a related field.
  • Significant experience (10+years) in capital planning, infrastructure management, investment governance or strategic financial management within large and complex organisations.
  • Demonstrated experience in managing enterprise – wide capital programs from concept through to investment decision-making.
  • Strong business acumen and financial literacy with the ability to align capability planning with financial performance objectives.
  • Exceptional analytical and problem-solving skills, coupled with the ability to make data-driven decisions.
  • Experience in working closely with Executive stakeholder, boards and cross-functional teams to align investments and strategic goals.
  • Skilled in presenting investment cases and performance reports to senior leadership, Executive and Boards.
  • Experience driving cultural and process improvements to enhance capital management effectiveness.
  • Government, aviation or regulated industry experience would be desirable.
