The Nurse Consultant – Enhanced Care will be responsible for:

 The Child and Family Health Service (CaFHS) is responsible for developing and implementing effective strategies to improve early childhood health, development and wellbeing outcomes for children, predominantly up to school age, and their families in South Australia. This is achieved by the promotion of positive parenting and provision of universal and targeted programs.

Employees classified at this level provide clinical nursing expertise and clinical leadership to CaFHS nurses to support the client population within the specified team. Employees classified at this level are experts within their area and stream of practice and have a significant degree of autonomy and decision making.

Various practice models may be used to enact this role, including but not limited to:

  • Providing clinical leadership to nurses.
  • Coordination and leadership of projects and/or programs that contribute clinical    expertise to improve client/service outcomes.

Employees in this role accept accountability for their nursing practice, the outcomes of nursing practices for the specific client group, the professional advice given, delegations of care made and for addressing inconsistencies between practice and policy.

The Nurse Consultant - Enhanced Care provides clinical nursing expertise to support children and families eligible for the CaFHS Enhanced Care Service, a service response for children in care, and may work in a variety of clinical settings.

The practice model adopted by CaFHS to enact this role involves the development, implementation, coordination and leadership of the Statutory Care Service through a statewide approach.

The Nurse Consultant - Enhanced Care will work collaboratively with members of the CaFHS inter-professional team in coordinating the processes relating to the referral into the service as well as achieving and evaluating the core areas of focus. This may include but is not limited to:

  • Ensuring a trauma informed approach.
  • Communicating assessment and care plans with the Department for Child Protection (DCP) to support DCP’s development of the health management plan.
  • Promoting child health and development.
  • Enhancing foster carer – child relationships.

It is essential that applicants for this role have:

Educational/Vocational Qualifications

  • Registered or eligible for registration as a Nurse with the Nursing and Midwifery Board of Australia and who holds, or who is eligible to hold, a current practicing certificate.
  • Registered or eligible for registration as a Nurse and Midwife by the Nursing and Midwifery Board of Australia and who holds, or who is eligible to hold, a current practicing certificate.

Personal Abilities/Aptitudes/Skills:

  • Effective leadership skills including highly developed skills in communication, problem solving, conflict resolution and negotiation skills.
  • Demonstrated self-motivation and ability to accept responsibility and co-ordinate own activities while exercising judgement, initiative and meet deadlines.
  • Demonstrated ability to foster a workplace environment that develops staff potential.
  • Proven ability for flexibility, innovation and creativity within the whole of service setting.
  • Demonstrated ability in the leadership and facilitation of change management.
  • Commitment to timely and quality service delivery the identification of improvement opportunities through quality management processes.

Experience

  • Registered Nurse or Registered Nurse and Midwife with at least 3 years post registration experience.
  • Demonstrated competence in the relevant area of nursing or midwifery practice in accordance with the relevant standards.
  • Experience in the supervision of students, enrolled nurses and less experienced registered nurses.
  • Experience in managing children with complex social needs that may include children who are under Guardianship orders.
  • Demonstrated contemporary experience in providing assessment and care to families and children with complex issues including domestic violence, mental health, substance abuse, child abuse, and co-morbidities.
  • Demonstrated ability to take a leadership role in coordinating and supporting inter-professional staff with a commitment to promoting organisational values and behaviours, positive change management processes, teamwork and inclusiveness.

Knowledge

  • Knowledge of legislation and requirements for children in statutory care
  • Knowledge and understanding of relevant legislation, industrial agreements, standards, codes, ethics and competency standards.
  • Knowledge of Australian National Safety and Quality and Safety Health Service Standards
  • Knowledge on the effects of trauma on young infants, children and families and evidence-based interventions.
  • Extensive knowledge of the impact of the social determinants of health outcomes of infants, children and families.
