Dates/Duration: Stretch assignment from 20 January 2025 until 25 April 2025.
Eligibility: All Fixed-Term, Permanent or continuing appointment UNICEF staff members currently working in UNICEF worldwide.
Background
Purpose of the Position
The candidate will be responsible for all aspects of donor engagement and resource mobilization for UNICEF South Sudan during absence of the incumbent.
Supported by a consultant for donor reporting, the successful candidate will lead on the implementation of the resource mobilization strategy including overseeing proposal development, outreach, and communication to donors, managing donor conditionalities, and guiding nascent private sector engagement, as well as the organization of field visits in cooperation with the Communications, Advocacy, Partnerships team.

This stretch assignment will be for a period of three (3) months.
Key expected results
The selected candidate will support the Donor Relations Specialist on the following areas, and lead these during absence of the Donor Relations Specialist:
- Implementation of the work plan of the Donor Relations pillar area, to ensure timely and cost-effective delivery of results, in accordance with UNICEF’s partnership strategy.
- Development of frameworks and templates and review partner agreements and amendments for senior staff approval, ensuring compliance with UNICEF rules and regulations.
- Maintaining up-to-date information on partner and income trends, analyse development assistance policies and keep resource partner profiles updated.
- Maintaining effective relationships with member states, UN agencies, and other partners, to keep them informed on important, strategic operational UNICEF issues.
- Attending meetings with UN and other multilateral bodies, and member states, taking notes, sharing information, and supporting joint initiatives to increase UNICEF’s profile, and protect its interests.
- Overseeing the coordination, compilation and editing of UNICEF donor reports. Ensure adherence to criteria set out in Executive Directives/Guidelines, donor contract stipulations and ESARO quality assurance standards.
- Leading the development of internal and external briefing documents.
- Leading the coordination of inputs for key donor deliverables such as grant mid-term and annual reviews, audits, programme closures and other ad hoc requests.
- Coordinating closely with the Budget team to promote regular monitoring of utilization/expenditure, expiring funds and funding gaps involving all sections.
- Timely processing of internal extension requests and donor reporting schedule updates in VISION.
- Support to Communications team in the organization of donor field visits if needed.
Minimum Qualifications and Competencies
- Education
- Master’s degree in a relevant area, e.g. international relations, political science, communications, or area related to public policy, international development.
- Work Experience
- At least 5 years of professional work experience at the national and/or international level in external relations, fundraising, grant management or other relevant programmes.
- Experience working in emergency response is an asset.
- Language Proficiency
- Fluency in spoken and written English is required.
Funding arrangement
This is a temporary development opportunity and there will be no changes to the staff member’s status (position number, level, etc.).
All interested staff members should obtain approval from the supervisor and the Head of Office from the releasing office. Copies of the last two PERs, CV/profile, and cover letter are required. The releasing office is expected to continue payment of salary and regular emoluments.

The selected candidate would not change current post or grade level and no additional payments will be made other than those related to travel (economy class only) and DSA at 100% of the prevailing UN rate, if staying in UNDSS approved hotel or 50% if staying in a UNICEF guesthouse.
