The overarching strategic goal of UNICEF’s Information and Communication Technology Division (ICTD) is to transform and build partnerships with our stakeholders to successfully implement UNICEF programmes globally through innovative technology-enabled solutions.    The TAO CORE Infrastructure unit is responsible for global architecture and engineering within UNICEF. Hybrid Cloud Infrastructure is a key building block for UNICEF Enterprise IT Systems, enabling efficient and scalable digital services. By leveraging both public and private clouds, the TAO CORE Infrastructure enhances the organization's operational agility and capacity to deliver impactful programs globally. Adopting this hybrid approach allows UNICEF to respond dynamically to operational needs while maintaining high standards of data security and system resilience, ultimately contributing to the achievement of its mission. The ICT Specialist Hybrid Cloud Infrastructure P3 position reports to the ICT Manager (CORE Infrastructure, 1608) at the P-4 level and supervises an ICT Officer P-2 level, an ICT Associate at the G-6 level and might supervise consultants.

Under the guidance of the ICT Manager (CORE Infrastructure) at the P-4 level, the ICT Specialist Hybrid Cloud Infrastructure (P-3) delivers technical expertise and support in infrastructure architecture, design, development, implementation, testing, and documentation of modern IT solutions within UNICEF's Hybrid Cloud environment. Serving as the technical focal point, the specialist supports the strategic direction towards efficient and scalable digital services leveraging public and private clouds. This role also functions as a technical lead and project manager for TAO CORE Infrastructure IT projects, ensuring alignment with scope, budget, and timelines, and addressing business requirements through optimized technical approaches.

To qualify as a champion for every child you will have… 

  • Minimum requirements 
        1. Education: Master or equivalent (Advanced University Degree) in Engineering, Computer Science, Information Systems and any other related fields. A Bachelor or equivalent (First Level University Degree) in a relevant area combined with 2 additional years of relevant work experience may be accepted in lieu of an advanced university degree.
        2. Work experience: 

          • A minimum of 5 years of work experience in ICT and relevant domains, with direct exposure to client/server computing and operating systems in a hybrid cloud environment.

          • Extensive hands-on experience with the Azure Cloud Ecosystem, including technologies like Microsoft Entra ID (formerly Azure Active Directory), Azure Arc, Azure Monitor, Azure Storage, Azure Virtual Networks, VDI.

          • Proficiency in implementing Modern Authentication and Authorization technologies, Endpoint Mobility solutions (VPN), VDI, Hyperconverged Virtualization technologies and similar.

          • Demonstrated expertise in DevOps practices, including CI/CD pipelines, Infrastructure as Code (e.g., Terraform), Automation, and application development. Proficient in scripting and programming languages such as Python, PowerShell, and Bash. Experience with version control systems like Git and working with REST APIs, including Microsoft Graph.

          • Strong knowledge of cloud security best practices, including Just-In-Time (JIT) access, least-privilege principles, and implementation of security controls in hybrid cloud environments. Familiarity with compliance standards such as ISO 27001, GDPR, and relevant data protection regulations.

          • Experience in managing relationships with hardware and software manufacturers, resellers, and vendors. Exposure to other enterprise ICT areas such as Messaging, Identity and Access Management, Service Management, IT Training, and WAN/LAN networking.

        3. Language Requirements: English.
  • Desirables
      1. Language: Knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish).
      2. Relevant industry certifications are highly desirable to validate technical expertise. Preferred certifications include: Microsoft Certified: Azure Solutions Architect Expert; Microsoft Certified: DevOps Engineer Expert; Certified Kubernetes Administrator (CKA); Any relevant security certifications (e.g., CISSP, CISM)

Should you be selected for a position with UNICEF, you either must be inoculated as required or receive a medical exemption from the relevant department of the UN. Otherwise, the selection will be canceled.
