UNICEF Albania office is hiring a Planning, Monitoring and Reporting Officer at NO2 level to provide professional technical, operational and administrative assistance to contribute to the planning, implementation, oversight and reporting on the program work and ensuring that everything is carried out according to the schedule and that results and recommendations are implemented, monitored and followed up. The incumbent will report to the Deputy Representative.
How can you make a difference?
A summary of key functions/accountabilities is below:
- Setting Standards for Programme performance planning and monitoring
- Support improvement of Planning and Monitoring of Results based programming in ACO
- Support quality and timely reporting
Specific activities and tasks under each of the key areas are below:
- Setting Standards for Programme Performance Planning and Monitoring
- Provide technical support as necessary to the process of developing and monitoring Annual Work Plans and related Program documents
- Support the EU4Socialcare partners and other EU funded programs in monitoring and reporting obligations
- Provide technical support as necessary in organising and managing annual/mid-year/mid-term/end term country programme reviews ensuring consistency with objectives and goals set out in the CPD and contribute to the Annual Management Plan.
- Provide support to organize specific grant related reviews (for example EU4SocialCare), consultations and meetings for planning, monitoring and reporting purposes.
- Contribute to development of programme monitoring framework for the learning zones including technical backstopping to the field team for convergent programming.
- Provide technical support to programme sections to effectively monitor and report on the programme results.
- Results based planning and monitoring of ACO programming
- Quality assurance of the PD logframes, development of Monitoring strategies and templates
- Coach and train CSOs and CO staff on result-based planning and programming
- Provide quality assurance and follow up on RBP throughout CPD design
3. Reporting
- Collaborating with various programs to ensure timely reporting
- Ensuring the quality of donor reports and proposals by verifying coherence with project proposals and previous reports, and ensuring compliance with donor conditions
- Providing support in emergency responses by preparing situation reports (SitReps) and other relevant documents

Minimum requirements:

- Education: A University Degree in economics, psychology, sociology, education or other social science field is required
- Work Experience: A minimum of 2 years of professional experience in social development analysis and programming at the international and/or in a developing country is required. Relevant experience in program/project monitoring and evaluation in a UN system agency or organization is an asset.
- Language Requirements: Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
Desirables:
- Developing country work experience and/or familiarity with emergency.
- Previous relevant experience with the planning and monitoring of the EU funded projects in Albania or elsewhere.
