The objective of this assignment is to provide construction engineering services to support UNICEF’s construction related projects. These projects are overseen by an in-house construction engineer, who will provide technical support to the UNICEF Libya Country Office. As a result, UNICEF is seeking the expertise of a construction/civil engineer consultant to assist the country office in managing these ongoing projects.
 
Under the direct supervision and guidance of the Supply and Logistics Officer, the incumbent will be responsible for monitoring all construction activities in the Country Office and providing technical support on managing construction, solarization, and rehabilitation activities across Libya.

Key Tasks and Responsibilities

  • Collaboration with UNICEF Programme/Operations and coordination with Government counterparts.
  • Preparation of BOQs, engineering designs, and technical documents.
  • Supports the construction procurement process (Requirement definition, tender development, host bid meetings, organizes technical evaluations, conducts site visits and contract award recommendations).
  • Overseeing construction projects, including management of amendments, variations, duration extensions, and the application of liquidated damages to contracts.

To qualify as an advocate for every child you will have… 

  • A university degree is required in civil engineering, construction engineering, architecture, or other relevant areas.
  • A minimum of two (2) years of relevant experience, at the national level, in project monitoring, site supervision, quality assurance, and/or other directly related technical fields is required.
  • Understanding of the Libya local context and humanitarian work.
  • Emergency experience is an advantage. UN experience is an asset.
  • Fluency in English and Arabic is required. Knowledge of another official UN language or the local language of the duty station is considered an asset.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (if applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
