The Education Outcomes Fund (EOF) is a fund dedicated to improving education and employment outcomes for children and youth globally. EOF ’s Outcomes Based programs pay primarily on the basis of the results achieved, ensuring that taxpayer-funded domestic resources, aid, and philanthropic funds are only used to pay for what works. This is a game-changing way to finance results in education, focusing attention and realigning systems on the most challenging but most important measure of a program's performance: whether it is improving lives.
How can you make a difference?
Under the leadership of the Operations Specialist, the Finance Officer (Data Analytics) will perform a variety of specialist finance, data and analytics tasks. The responsibilities of the Finance Officer (Data Analytics) will include financial modelling, cash flow updates, financial forecasts, financial analysis, verification and submission of financial documents, budget monitoring, and preparation of donor reports as well as fulfilling reporting obligations to UNICEF/ DFAM (Division of Finance and Administrative Management) and providing high-quality financial support to the Secretariat. The data and analytics responsibilities of the Finance Officer (Data Analytics) will include building a data storage solution for EOF, conducting advanced analysis on EOF’s programmatic data to generate learnings across programmes and in service of EOF’s strategic objectives, leading value-for-money analysis for EOF’s OBF model, producing dashboards to support EOF’s reporting obligations to its external partners, and optimizing EOF’s use of data for actionable insights that can be used to improve the impact of EOF’s programmes and outcomes model.

Minimum requirements:
- Education: A university degree in one of the following fields is required: Finance, Economics, Statistics, Data Science, Mathematics, or Computer Science, or another closely related field with a demonstrated focus on financial analysis, quantitative modelling, or data science.
- Work Experience: A minimum of two years of relevant professional work experience in finance and data is required. Experience in quantitative, qualitative, or mixed-methods data analysis, including statistical inference methods is required.Professional experience in financial market exchange risk modelling and mitigation strategies is required. Experience in using Python for data analysis and application of machine learning models to real-world datasets is required. Experience developing data visualizations using Power BI or similar tools is required.
- Skills: Demonstrated understanding of tools and methods to assess data needs for financial or policy analysis.Strong knowledge of statistical packages and frameworks for data analysis and interpretation. Ability to apply existing statistical measurement frameworks to assess the quality of financial and sectoral data. Knowledge of budget monitoring and financial reporting.
- Language Requirements: Fluency in English is required.
Desirables:
- Knowledge of innovative finance mechanisms, such as Outcomes-Based Financing, machine learning, AI integration and innovation strategy, UNICEF/UN system knowledge (particularly SAP) is an asset.
- Experience with donor financial reporting, value-for-money analysis, dashboard development and interactive data visualization is an asset.
- Familiarity with international development or the global education sector is an asset.
- Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is an asset.
- Developing country work experience and/or familiarity with emergency.

Please note that this position is temporarily based in Brussels, Belgium, with a future relocation anticipated. Until the new location is finalized, the selected candidate may be permitted to commence duties remotely as an interim arrangement, or work from Brussels.
