UNICEF Indonesia is looking for an international consultant who will support the Mid-Term Review (MTR) process of Indonesia’s Partnership Compact to be conducted in 2025. The MTR is an opportunity to assess the progress, relevance, effectiveness and efficiency of the implementation of the Partnership Compact to date. The MTR process includes identifying good practices, challenges, and lessons learned; and considering the relevance of the compact’s focus, including its Theory of Change in relation to emerging government priorities. The MTR process is important as it will reconfirm suitability of the existing Partnership Compact and provide opportunities for its revision to strengthen the delivery of the priority reform going forward, and to inform the Global Partnership Education’s (GPE) Board for future GPE financing to Indonesia.

The international consultant will be working closely with MPI/LEG members, especially the MTR Core Task Team, which would be established to provide technical guidance on the MTR process. Throughout the MTR process, the international consultant will work with the national consultant who will be leading the data collection, compilation, and the preliminary analysis, and will be responsible to review the work of the national consultant to ensure that the data compilation and analysis is of high quality. The international consultant will mainly focus on the in-depth analysis of the data, production of reports and memos, and other relevant tasks to ensure they are carried out efficiently, effectively, and are of good quality, as well as accurately portraying GPE expectations, the requests and feedback from the MTR Core Task Team, MPI/LEG members, and other stakeholders involved in the MTR process. The international consultant will be responsible for the quality assurance of all key deliverables, which includes the Comprehensive Analysis Report, Mid-Term Review Progress Memo, and presentations, and is expected to closely communicate with, and oversee, the tasks of the national consultant to ensure high quality reports are produced.

How can you make a difference? 

The Partnership Compact MTR process is comprised of three phases: (1) Country Self-Assessment, (2) Inclusive evidence-based dialogue on progress and adaptations, and (3) Finalization of MTR Progress Memo. The international consultant will work directly with UNICEF’s Education Specialists and a national consultant, who will be on the ground in Indonesia to assist with the consultation process with education stakeholders and partners. The international consultant will review and analyse relevant data to inform the Comprehensive Analysis Report and the MTR Progress Memo. Both the international and national consultants will be directly contracted and supervised by UNICEF.

UNICEF will lead the engagement of stakeholders to support the Partnership Compact review process, in accordance with work plan timings. The international consultant will also support the Core Task Team[1], by providing technical guidance in the following key tasks throughout the MTR processes.

The following are the key tasks of the international consultant throughout the MTR process. 

Inception Phase:

  • Develop the inception report, which includes the data collection plan (including identification of key data that should be collected), methodology, the overall MTR workplan, and a literature/desk review for the country self-assessment. The literature/desk review included in this inception report will serve as an initial analysis that will help inform the Comprehensive Analysis Report to be developed under Phase 1.

 Phase 1. Country Self-Assessment:

  • Assist the national consultant with preparation and implementation of consultations with key education stakeholders and partners. Support the development of presentations to clearly communicate the objectives and expected results of these consultations. This includes identification of key questions to guide consultations as well as a method to capture and confirm key progress under the Partnership Compact. Ensure challenges, bottlenecks, and gaps raised in these consultations are reflected in the Comprehensive Analysis Report.
  • Prepare the Comprehensive Analysis Report, including the snapshot (summary) report on the country status against the Partnership Compact ToC and indicators. Conduct technical discussions with the MTR Core Task Team to facilitate them to provide advice, guidance; and synthesise assessment results and recommendations, to be included in the Comprehensive Analysis Report.
  • In collaboration with the national consultant, coordinate meetings to discuss Partnership Compact MTR progress, including preparation of meeting agendas, presentations, discussion papers and minutes of meetings.

Phase 2. Inclusive evidence-based dialogue on progress and adaptations:

  • Develop the draft Partnership Compact MTR Progress Memo, and document and incorporate feedback received from the MPI/LEG members and other relevant stakeholders. Ensure the draft MTR Progress Memo meets the GPE requirements for structure and content.
  • Provide technical support for the preparation of meeting agendas, presentations, discussion papers and minutes of meetings as well as the facilitation of the meetings from online, ensuring that dialogues are inclusive and evidence-based/back-up by data analysis.
  • Provide technical support for the preparation of the 2-day MTR meeting, including preparation of the meeting agenda, presentation materials, discussion papers and minutes of meeting. Also provide technical support in conducting the 2-day MTR, providing technical inputs as required.

Phase 3. Finalize MTR Progress Memo:

  • Finalize the MTR Progress Memo. Ensure that comments, feedback, and confirmations by the national and subnational government stakeholders and MPI/LEG members are obtained and accurately reflected in the MTR Progress Memo before finalization.

To ensure that quality deliverables are produced efficiently, the international consultant will ensure that the process of the MTR adheres to good practice and high-quality outputs based on experience from other GPE supported countries. The international consultant should have knowledge or direct experience of Partnership Compact MTRs and associated with GPE processes; excellent written and spoken language proficiencies in English and very good planning skills and policy discussion facilitation skills.

[1] The Core Task Team, comprising representatives from MoPSE, MoRA, PSPK and Plan International as co-coordinating agencies, and UNICEF and Save the Children as Grant Agents, as well as other MPI/LEG members (self-nominated), will provide technical advice and guidance at key junctures of the partnership compact drafting processes.

To qualify as an advocate for every child you will have… 

- Minimum of a master’s degree* in one of the following fields is required: education or international development with specialization in education.
- A minimum of five (5) years of professional experience in education programme planning, management, and/or research is required.
- At least 5 years of relevant experience in education sector planning and policy formulation
- Sufficient consultancy experience in undertaking education sector related research and development of compacts, preferably in developing countries
- Experience in development of policy level documents, including related to education data analysis and assessment
- Experience in preparing GPE-financed plans and programmes, conducting education sector reviews

(* A first level university degree (Bachelor's) in a relevant technical field (as identified above), in conjunction with seven (7) years of relevant work experience may be considered in lieu of an advanced university degree

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract.
