Eligibility:
- The staff member must have an existing Fixed-Term, Continuing or Permanent appointment with UNICEF that is valid through the end of the stretch assignment.
- The staff member must have the agreement from their supervisor and head of office to go on stretch assignment for the full duration of the assignment (3 months)
Purpose of the Position
UNICEF Pakistan Country Office is seeking a Manager experienced with UNICEF programming and expertise in Climate Change, Energy and/or Environment issues to augment the team to plan and deliver a more comprehensive CEE program.
Duration
This stretch assignment will be for a period of three (3) months.
Key expected results
Strategy Development and Alignment
- Building off work to date, develop a PCO CEE Strategy in line with national and provincial priorities, the Country Program and the UNICEF SCAP/Strategic Plan, to guide the office efforts in the coming years
- Lead internal consultations with key UNICEF staff to build institutional buy-in, ensure shared understanding of the strategy, and guide implementation planning.
Academic Collaboration and Capacity Building
- Establish a partnership with a lead academic institution and develop a diploma course on climate change, with a strong child and equity-focused lens, geared for provincial government staff.
- Review the capacity building needs and establish a concrete implementation plan for the WASH-CEE Team, including delivery of one-two trainings
- Establish programmatic and financial planning, monitoring and reporting management systems for the CEE Unit
- Develop a capacity building plan for UNICEF Pakistan in the national and provincial offices
Knowledge management and consolidation
- Prepare, coordinate, and ensure documentation and follow up for an internal workshop on climate resilient infrastructure in September 2025 to consolidate cross-sectoral experience, evidence and enable future planning for infrastructure interventions in all programmes.
- Refine and operationalize the internal renewable energy database.
Technical Oversight of CCRI and CLAC+ Implementation
- Lead and oversee the contract to conduct the CCRI and CLAC, ensuring the quality and robustness of diagnostics, data collection, and model validation and usability.
- Coordinate with consultants to assess existing data systems on hazards, vulnerabilities, and resilience; compile district-level, cross-sectoral datasets (WASH, health, nutrition, education, social protection); and co-develop a validated theoretical framework for the national CCRI.
- Support institutional consultants in conducting child-focused climate impact assessments under CLAC+, ensuring a multisectoral analysis of existing secondary data and also coordination with UNICEF sections.
- Work with consultants to ensure findings and recommendations are valuable and actionable to evolve UNICEF programming and enable policy advocacy with government counterparts.
Proposal development
- In collaboration with Partnerships and Resource Mobilization, map climate and environment finance opportunities across sectors.
- Develop CEE-related proposals as opportunities arise during the assignment period and coordinate across sections to define and prepare opportunities as well as contribute significantly to the writing.
Minimum Qualifications and Competencies
- At least seven years of experience working in the field of climate change, energy and/or environment. Staff with more than seven years of experience in other areas of UNICEF Programming experience who have more recently moved into the CEE space will also be considered.
- At least three years as UNICEF Programme staff
- Experience in driving the development and implementation of UNICEF programming is required
- Sound understanding of UNICEF internal systems
- Experience working in multiple UNICEF offices is desirable
- Experience in providing training is desirable
- Excellent writing and presentation skills in English is a basic requirement
Funding arrangement
This is a temporary opportunity and there will be no changes to the staff member’s status (position number, level, etc.).
The Office will cover the ticket for economy class travel and 100% of the UN DSA rate during the first two weeks, and 50% DSA for the remaining time.
