Dates/Duration: Stretch assignment from 08 August to 31 December 2025.
Eligibility: All Fixed-Term, Permanent or continuing appointment UNICEF staff members currently working in UNICEF worldwide.
Purpose of the Position
The People and Culture Officer reports directly to the Representative and is considered a seasoned professional who is generally responsible for executing a particular HR service or alternatively, responsible for supporting an assigned client with a broad range of HR services. Such responsibilities are expected to be carried out independently, in line with UNICEF values and procedures, to ensure that results are delivered in accordance with the vision set forward by leadership and within the country programme. As a result, staff on these positions require an in-depth understanding of at least one HR function (such as UN/UNICEF policies and procedures, Talent acquisition, Performance Management, etc) and how it relates to supporting the organization’s business objectives.
Duration
This stretch assignment will be for a period of five (5) months.
Main Responsibilities
Business Partnering
- Serve as the single point of contact for his/her client portfolio with advice pertaining to all aspects of the employment life cycle.
- Provide accurate and timely advice to clients on HR processes and policies, ensuring the highest level of client-orientation.
- Proactively advise clients on the resolution of human resources issues ensuring equitable and transparent solutions that protect both the staff and organizational interests in accordance with policies, regulations and procedures.
- Inform and support staff on organizational updates related to staffing support within the Future Focus Initiative, providing capacity building where required and in collaboration with the Regional Office and Staff Association. This includes, but is not restricted to, the development of a learning plan for the office in close collaboration with staff members.
- Support staff, and monitor, when necessary to complete mandatory training as per UNICEF procedures.
- Maintain a database on current and in-coming staff (FT, TA, UNV, consultant and Stretch Assignments) inclusive of provision of onboarding and/or induction for regardless of contract modality, and in coordination with partners as needed (i.e., UNDP).
- Promote the organizational goals and targets for gender equity and cultural/geographical diversity.
Strategic Human Resources
- Liaise with the HQ Divisions, regional and country offices to support and contribute to corporate HR strategy formulation and global implementation. Provide feedback and make recommendations on the establishment and improvement of HR systems, policies and processes.
- Keep abreast, research, benchmark, and implement best and cutting-edge practices in HR management and contribute to the development of global policies, procedures and introduce innovation through sharing of best practices and knowledge learned.
Minimum Qualifications and Competencies
To be eligible to apply and to qualify as an advocate for every child, you should have an existing Fixed-Term, Permanent or Continuing appointment within UNICEF that runs through the duration of the assignment and the following background/skills:
• A University degree in social sciences or other relevant disciplines (human resources, business administration, international relations, psychology, etc.).
• A minimum of two years of relevant professional work experience, particularly in Recruitment and Selection process, is required.
• Solid knowledge of and experience in use of UNICEF’s Talent Management System (TMS)
• Excellent writing skills and strong attention to detail.
• Experience in emergency country work is an asset.
• knowledge of French and/or English required, Spanish highly desirable.

Funding arrangement
This is a temporary development opportunity and there will be no changes to the staff member’s status (position number, level, etc.).
The Office will cover the ticket for economy class travel and 100% of the UN DSA rate during the first 30 days, and 50% DSA for the remaining time.
