For every child, the right to health

LACRO is moving to close out the Regional Office Management Plan (ROMP) 2022 – 2025 and commence activities under the UNICEF Strategic Plan (SP) 2026–2029, which will guide the Organization’s direction towards 2030 and is anchored in the Organization’s mission to advance the realization of children’s rights, as articulated in the Convention on the Rights of the Child and other human rights instruments.

Innovation and digital transformation are critical accelerators that serve as a bridge between both the ROMP and the SP, change drivers with proven potential to generate a multiplier effect, bringing about faster results at scale across health and nutrition activities and diverse country contexts. Thus, as LACRO transitions from the ROMP to the SP, it is imperative that innovation and digital transformation activities continue to deliver impact for children across the Survive & Thrive portfolio.

How can you make a difference? 

Under the overall guidance of the Senior Immunization specialist, the consultant will provide expert technical assistance to the Survive & Thrive Section with the execution of digital transformation activities in advance of the transition of programmatic support to the Panama Center of Excellence.

 

Key Activities


FunDoo HPV Challenge – serve as the focal point for LACRO’s HPV FunDoo Innovation Challenge, coordinating between the Office of Innovation and Country Offices (CO) to provide technical assistance for the deployment of the FunDoo HPV package in at least 4 countries in the region. Consultant will provide end-to-end program management of the HPV FunDoo Innovation Challenge, working with selected CO through the provision of contextualized TA, including the development of workplans and impact reports. Consultant will liaise with LACRO ADAP to incorporate representatives from the Young People Action Board into this initiative.

Immunization, Gender and Digital Literacy Training Package for CHW – provide technical strategic direction and quality assurance to ensure the successful development and deployment of UNICEF’s Immunization, Gender and Digital Literacy Training Package for CHW. Serve as LACRO focal point between contractor and immunization, community health and gender focal points on all components for validation of training package. Coordinate with PHC lead to finalize data collection tool (CHW Survey), explore incorporation of data from Honduras and Peru into CHW dashboard and the possibility of collecting additional data on the CHW workforce across the region through the rollout of the training. Develop promotional materials and a webinar to promote the training package with CO and within UNICEF, support implementation in at least one country, as feasible, and create post deployment report and case study.}

Contigo – develop internal and external communications products to share findings from pilot deployment of Contigo, a light electronic medical record system developed for children on the move was recently piloted in Mexico. Illustrative list of documents to be co-authored with UNICEF Mexico include:
o Pilot report on Contigo deployment – internal
o Recommendations on the development of digital solutions for children on the move- external
o Recommendations and learnings on developing an EMR for people in transit - external
o UNICEF global health newsletter – internal
o Case study on lessons learned and findings from pilot – internal and external

• Develop and submit, upon clearance form LACRO, two funding proposals including technical discussions and follow-up, and including serving as focal point on OOI Ventures Fund application; manage technical product, OOI funding and regional activities if application is successful.

Digital Transformation Trainings and Messaging Campaigns guidance. Update and finalize LACRO’s Trainings and Messaging Campaigns via Digital Platforms (Project Management Resource Package) on Digital Health SharePoint Site. Incorporate final content into ICTD’s Digital Health portion of the Digital Playbook, as requested by HQ/DCOE.

To qualify as an advocate for every child you will have… 

Minimum requirements:

  • Education: Postgraduate degree (Master or PhD) in Nutrition, Public Health, and/or other relevant to the objective of the ToR.  
  • Work Experience: Background in digital health, digital transformation, immunization, nutrition, community health, gender and capacity building required.
  • Skills: Attention to detail is required.
    • Ability to collaborate with UNICEF staff to develop a vision and work independently to create content to align with the vision is required.
  • Language Requirements: Fluency in Spanish and English speaking and writing is required.

Desirables:

  • Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts. 
  • Experience working with UN agencies is an asset.
