Duration: 3 months
Section: Office of the Representative - People & Culture 
Location: Conakry, Guinea
Dates/Duration: Stretch assignment from August 18th, 2025 – 3 months.

Eligibility: All Fixed-Term, Permanent or continuing appointment UNICEF staff members currently working in UNICEF worldwide.

Purpose of the Position

Under the direct supervision and guidance direct supervision of the People and Culture Specialist, the People and Culture Officer will provide dedicated support to the implementation of the PBR recommendations of May 2025, with a strong focus on recruitment and staffing actions across the office.

 

The Officer will play a key role in coordinating and facilitating end-to-end recruitment processes, supporting hiring managers, ensuring compliance with UNICEF HR policy, and promoting a client-oriented approach. The incumbent will also contribute to broader HR operations, particularly in ensuring timely onboarding and contract processing, and may provide support on related tasks such as consultancy management.

 

MAIN RESPONSIBILITIES AND TASKS

 Support the implementation of the May 2025 PBR, including monitoring and following up on the timely launch of approved posts.

  • Coordinate and provide operational support for end-to-end recruitment processes particularly for national positions, including:
    • Drafting and advertising vacancy announcements
    • Supporting longlisting and shortlisting
    • Scheduling interviews
    • Preparing selection reports
    • Ensuring required approvals and clearances
    • Representing P&C in selection panels when required
    • Following up on references and academic verifications
    • Coordinating candidate feedback sessions
  • Liaise with hiring managers and panel members to facilitate smooth and timely recruitment activities.
  • Manage and update the recruitment tracking tool aligned with the PBR plan; support data collection and reporting to inform planning and decision-making.
  • Supporting TMS actions related to consultancy recruitments, such as advertising, securing access to Hiring Managers, guiding Managers on TMS questions etc.
  • Provide administrative support to management in the recruitment and data monitoring of consultants.
  • Provide accurate and timely advice to staff on HR processes and policies, ensuring the highest level of staff orientation and compliance.
  • Consult Regional Office, HR business partners/advisers on clarifications and update on UNICEF Policies and procedures through quality assurance to address the general inquiries/request of staff.
  • Any other tasks as requested by the Supervisor of the stretch assignment.

 

MINIMUM QUALIFICATIONS AND COMPETENCIES

Qualification and experience:

  • University degree in Human Resources, Business Administration, or a related field. 
  • At least two years of professional experience in human resource management in an international organization and/or large corporation is required.
  • Familiarity with recruitment procedures, HR policies and HR systems.

 

Key skills:  

  • Strong planning, coordination, and organizational skills 
  • Fluency in French and working knowledge of English are required
  • Results-driven with attention to detail 
  • Client-oriented mindset and ability to manage competing priorities 
  • Strong interpersonal skills 

 

Funding arrangements

The applicable DSA for stretch assignment, set at 100 % for the first two months and 50% for the remaining duration of the assignment, and an economy ticket will be covered.
