Purpose for the job

Under the guidance of the Chief Field Services, the Chief Field Office (CFO) is accountable for managing and leading the total programme commitment of a field office within a country programme. The CFO represents UNICEF in his/her Area of Responsibility (AoR), leads and oversees the various program sectors and operational service teams ensuring the delivery of quality results in accordance with UNICEF’s programme of cooperation, country programme management plan and overall vision set forward by the Representative.

In fragile and humanitarian contexts, UNICEF action is guided by its global Policy and Framework for humanitarian action: the Core Commitments for Children in Humanitarian Action.

Minimum requirements:

Education:

  • An advanced university degree in one of the following fields is required: social sciences, international relations, public administration, government and public relations, public or social policy, sociology, social or community development, or another relevant technical field.

    A first University combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree

Work Experience: 

  • A minimum of five years of professional work experience in programme management, planning, monitoring and evaluation of social development programmes is required.
  • Familiarity with emergency preparedness and response is required.

Desirables:

  • Experience of managing operations of an office, including managing diverse teams and supervising professional staff is highly desirable.
  • Experience in developing partnership and collaboration with internal and external counterparts, including the UN and national partners for advocacy, technical cooperation, programme development/management/coordination, information sharing and networking
  • Relevant experience in a UN system agency or organization is considered as an asset
  • Strong knowledge and understanding of UNICEF programming policies and procedures is an advantage
  • Relevant experience at country level, particularly in development and fragile settings
  •  

Language Requirements: 

  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

UNICEF appointments are subject to medical clearance.  Issuance of a visa by the host country of the duty station is required for IP positions and will be facilitated by UNICEF. Should you be selected for a position with UNICEF, you either must be inoculated as required or receive a medical exemption from the relevant department of the UN. Otherwise, the selection will be canceled.

Remarks:

  • This recruitment exercise is to fill two (2) vacant CFO positions based in Chittagong and Barisal field offices in Bangladesh. Candidates can specify in their application letter which duty station they are interested in. 
  • This position is open to Bangladeshi Nationals only. 
  • This VA is open to internal UNICEF staff only i.e. UNICEF staff holding permanent, continuing, and fixed term appointments.  
  • For the purpose of this vacancy, internal candidates on abolished posts, performing at the level of the post or a level higher in the relevant functional area, or an internal candidate in the corresponding Talent Group, will be given first consideration.
  • Per the UNICEF Staff Selection Procedure, alternate recommended candidate(s) from this selection process may be placed in the Talent Group which may be used to fill similar positions in the future. Therefore, all eligible candidates are encouraged to apply.
