How can you make a difference? 

Purpose for the job:

Under the guidance and general supervision of the the Education Manager (Level 4), the Specialist supports the development and preparation of the Education (or a sector of) programmes and is responsible for managing, implementing, monitoring, evaluating and reporting the progress of education programmes/projects within the country programme. The Specialist provides technical guidance and management support throughout the programming processes to facilitate the administration and achievement of results on education programmes/projects to improve learning outcomes and equitable and inclusive education, especially for children who are marginalized, disadvantaged and excluded in society.

The Specialist contributes to achievement of results according to plans, allocation, results based-management approaches and methodology (RBM), as well as UNICEF’s Strategic Plans, standards of performance, and accountability framework.

To qualify as an advocate for every child you will have…

Minimum requirements:

Education: 

  • An advanced university degree in one of the following fields is required: education, economics, psychology, sociology, or another relevant technical field.
  • A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.

Work Experience:

  • A minimum of five years of professional experience in programme planning, management, and/or research in education is required.
  • Experience in results-based management, planning, and M&E in the education sector
  • Ability to analyze and apply data for program design and policy advocacy
  • Experience in working with sub-sector programs (primary, secondary, skills) and understanding local education context, structure and governance
  • Understanding and experience in education technical areas like curriculum transformation, pedagogy, assessment reform, teacher’s professional development etc. (for Quality and Learning position)
  • Understanding and experience in education for most marginalized groups, (e.g. NFE, ALP, MFPs, skills, transition to work etc.) (for access and equity position)  

Desirables:

  • Working experience across education streams (pre-primary, primary, secondary, tertiary, general, technical madrasa etc.)
  • Experience in working at policy level for institutionalization and scale-up and cross-sectoral programming for education (e.g., integration of education with child protection, health, WASH, or social policy interventions).
  • Experience in future focus education areas like competency-based curriculum, gender transformative education, climate change in education, wellbeing and SEL, green skills, risk informed and resilience programming, digital transformation and AI in education etc. are assets.
  • Experience in fund raising for education, private sector and youth engagement, co-creation of program/concept with stakeholders are assets.
  • Experience in education data and information management, evidence generation, evidence-based decision making
  • Experience working in a developing country
  • Relevant experience in a UN system agency or organization
  • Familiarity/ background with emergency

Language Requirements: 

  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
