For every child, Nutrition
UNICEF is supporting the government of Indonesia to scale up the free meal programme in Papua province. The purpose of this consultancy is to provide technical expertise in reviewing and assessing the architectural layout and cost estimates of kitchen facility infrastructure to ensure functional, cost-efficient, and aligned with national standards for food safety, hygiene, and nutrition service delivery. This will support the effective implementation of the Free Nutritious Meal Programme for children and pregnant women in Papua by ensuring that physical infrastructure is well-designed, appropriately budgeted, and capable of sustaining high-quality meal preparation and distribution. The consultant will work for approx. 4 months, until December 2025 based in Jayapura.
How can you make a difference?
The consultant will be responsible for the following tasks:
• Conduct site visits to seven kitchens in Biak District to observe current conditions, identify operational challenges, and engage with staff to ensure practical alignment with BGN guidelines.
• Review architectural drawings and floor plans for functionality, workflow, hygiene, and waste management, recommending adjustments that enhance efficiency, safety, and sustainability based on BGN standards.
• Prepare cost estimates for proposed improvements and analyze risks, providing mitigation strategies that support compliance with BGN’s design and budget requirements.
• Deliver a comprehensive report summarizing site findings, annotated floor plans, cost analysis, and design options that reflect BGN-compliant solutions.
• Carry out follow-up at least 2 times visits in Biak & Jayapura (all 14 kitchens) to verify implementation of earlier recommendations, document any deviations, consult stakeholders on barriers, and submit a summary report with progress updates and further action steps.

To qualify as an advocate for every child you will have…
- Master’s degree* in Architecture, civil engineering, project/construction management.
- Minimum of 5 years’ experience in construction architecture and design.
- Expertise in engineering/architectural design, building and kitchen facility standards, with strong knowledge of food safety and hygiene requirements.
- Proficiency in cost estimation (RAB) and financial analysis for construction projects, especially within the Papuan context.
- Ability to assess and optimize kitchen layouts for safety, functionality, and efficiency, considering local Papua conditions.
- Strong skills in technical reporting.
- Working experience in kitchen design will be an asset.
- Fluency in English and Bahasa Indonesia.
(* A first level university degree (Bachelor's) in a relevant technical field (as identified above), in conjunction with seven (7) years of relevant work experience may be considered in lieu of an advanced university degree.
