The Information Management Specialist (IMS) will play a key role in supporting UNICEF South Sudan’s Emergency Unit by managing data systems, analyzing risks, and disseminating information to enhance evidence-based planning and improve child well-being. The IMS will contribute to strategic development, innovation, and multi-sectoral programming through four main areas of work:

1. Transition of INFORM Subnational Risk Model


Facilitate the handover of the INFORM Risk Model to a government entity.
Conduct technical trainings and develop transition documentation.
Collaborate with government counterparts to promote tool adoption and usage.


2. Humanitarian Program Monitoring (HPM) Tool Support
Maintain and improve the HPM tool to ensure complete and timely data submission.
Assist the PMER team in gradually taking full ownership of HPM.
Support monthly monitoring processes including data flow, analysis, and dissemination.
Develop monthly Situation Reports (SitReps) to visually present program progress.


3. Data Transition to PMER
Transfer all emergency-related data activities to PMER, including HPM and other office-wide data tools.
Train PMER focal points on tool usage, data collection, maintenance, and quality control.


4. Coordination and Representation
Conduct monthly HPM and SitRep trainings.
Collaborate with PMER focal points to:
Confirm HPM data submissions with Information Management Officers (IMOs).
Ensure consistency between figures and narratives.
Transfer data into the SitRep platform.

Deliverables

Work alongside PMER focal point on the following 1. Liaise with Information Management Officers (IMOs) to confirm HPM data submission. 2. Work alongside PMER focal point to confirm that figures are aligned with the submitted narratives and identify any discrepancies 3. Transfer figures into SitRep platform 4. Work to develop 2-pager dashboard 31-Aug 2025 Cholera SitRep 1. Deploy cholera data collection form and communicate with relevant sections 2. Verify data collection for completion and consistency 3. Integrate submitted data into the cholera SitRep 4. Finalize cholera SitRep for approval by emergency management 31-Aug 2025 HAC planning tool review and revisions Support on HAC revision processes, updating targets and indcators, liaising with sections to ensure all data and information is aligned. Develop a template for section detailed submission for HAC 2026. 31-Aug 2025

Emergency mapping, rapid analysis, and request-based support 1. Develop 2 - 3 critical analytical products reflecting ongoing in-country emergencies AND/OR 2. Respond to adhoc requests for rapid analyses to support program and reporting requirements 31-Aug 2025 INFORM transition to government 1. Support the development of a draft transition plan to handover INFORM, outlining transition steps (engagement expectations, ownership requirement, timelines) 2. Develop in-person training plan 30-September 2025 Training: Monthly Humanitarian Programme Monitoring (HPM) and Situation Report (SitRep) Support PMER focal point to execute HPM workflow Troubleshoot any technical issues for PMER focal point to execute the HPM workflow 1. Liaise with Information Management Officers (IMOs) to confirm HPM data submission. 2. Confirm that figures are aligned with the submitted narratives and identify any discrepancies 3. Transfer figures into SitRep platform 4. Develop 2-pager dashboard 30-Sep 2025

Training: GeoSight refresher and check in Conduct a 1.5 hour refresher training with PMER focal point on GeoSight, ensuring that knowledge is retained on how to organize data, upload information, and that the platform is in use. 30-Sep 2025 Emergency mapping, rapid analysis, and request-based support 1. Develop 2 - 3 critical analytical products reflecting ongoing in-country emergencies AND/OR 2. Respond to adhoc requests for rapid analyses to support program and reporting requirements 30-Sep 2025

Represent UNICEF in forums relevant to IM/data management and emergency humanitarian coordination to support continued collaboration with external partners and to encourage integrated data systems. Actively engage with other IMS through relevant coordination groups including the IMWG. Promote harmonized and coordinated approaches to IMS/IMOs across UNICEF. Training: Monthly Humanitarian Programme Monitoring (HPM) and Situation Report (SitRep) Support PMER focal point to execute HPM workflow Troubleshoot any technical issues for PMER focal point to execute the HPM workflow through - 1. Liaising with Information Management Officers (IMOs) to confirm HPM data submission. 2. Confirming that figures are aligned with the submitted narratives and identify any discrepancies 3. Transfering figures into SitRep platform 4. Develop 2-pager dashboard By the end of this month, the HPM and SitRep will be transitioned to and managed by PMER. 31-Oct 2025

Training: Cholera data collection + SitRep Train PMER focal point on cholera SitRep and data collection workflow (2 meetings) Work alongside PMER focal point to: 1. Deploy cholera data collection form and communicate with relevant sections 2. Verify data collection for completion and consistency 3. Integrate submitted data into the cholera SitRep 4. Finalize cholera SitRep for approval by emergency management 31-Oct 2025 INFORM transition to government Execute transition plan developed in August: 1. Develop training materials for a 4 day in-person workshop (include high level and technical engagement) 2. Weekly remote engagement with government focal points to demonstrate the value of the INFORM Subnational and working through use cases in preparation for the in-person workshop 31-Oct 2025 Emergency mapping, rapid analysis, and request-based support 1. Develop 2 - 3 critical analytical products reflecting ongoing in-country emergencies AND/OR 2. Respond to adhoc requests for rapid analyses to support program and reporting requirements 31-Oct 2025 Training: Review of all data tools + InForm Train PMER focal point on the use of InForm (data collection tool) and refresher training on Excel and GeoSight for the development of data collection, dashboards, and analysis. By the end of this training the PMER focal point will be familiar with the critical tools needed to perform data-related tasks. 30-Nov 2025

INFORM transition to government Continue execution of transition plan: 1. In-person 4-day technical workshop, with some time dedicated to high-level engagement. 2. During in-person engagement, define next steps for engagement 30-Nov 2025 Emergency mapping, rapid analysis, and request-based support 1. Develop 2 - 3 critical analytical products reflecting ongoing in-country emergencies AND/OR 2. Respond to adhoc requests for rapid analyses to support program and reporting requirements 30-Nov 2025

Training: Cholera data collection + SitRep Support PMER focal point on executing the cholera SitRep and data collection workflow through: 1. Deploying cholera data collection form and communicate with relevant sections 2. Verifying data collection for completion and consistency 3. Integrating submitted data into the cholera SitRep 4. Finalizing cholera SitRep for approval by emergency management By the end of this month, the Cholera SitRep (workflow and deliverable) will be transitioned to and managed by PMER. 30-Dec 2025

Develop 2 - 3 critical analytical products reflecting ongoing in-country emergencies AND/OR 2. Respond to adhoc requests for rapid analyses to support program and reporting requirements 31-Jan 2025

Qualification

Advanced University Degree (masters) in a subject area relevant to information management, GIS, data management and at least 5 years’ work experience relevant to this post. Formal training in data / information management and GIS an advantage

Experience working on integration of contextual and programmatic data in humanitarian and development programming is an asset.

Language Requirements:

English Fluency required

•Other local language is an asset.

•Excellent knowledge of MS Excel / MS Access (e.g. pivot tables and functions); proven technical expertise for managing data capture and storage, for analyzing diverse datasets, and presenting information in understandable tables, charts, graphs and reports.

•Excellent knowledge and experience with software, including ArcGIS. Experience with HTML, PHP, ASP and/or Java is an asset.

•Proven skills in using GIS and map‐making packages, and in web design and software development are an asset 

•Understands key technical issues for the humanitarian sector sufficiently to be able to engage with sector participants and understand sector‐specific information management needs. 

•Ability to translate planning-specifications into analytical and technical briefs for data capture and analysis, and vice versa for programming and external audiences.

•Ability to compile and holistically analyze diverse datasets.

•Experience working in complex emergencies and applying analysis to problem solving in difficult humanitarian responses

•Experience in South Sudan is an asset.
