How can you make a difference? 

Purpose for the job:

The incumbent will serve as a technical lead for the UNICEF Afghanistan Project Management Unit (PMU) and will the ensure that the UNICEF PMU has useful, valid, and reliable information on Humanitarian cash-based interventions, incentives payment projects and to support in developing monitoring capacity of Implementing partners and third-party service providers. Under the direct supervision of the Chief-PMU, and close collaboration with the PMU Beneficiary Data Management Team and ACO Planning, Monitoring and Data Section, will ensure the development of project monitoring and evaluation systems for conditional and non-conditional cash-based interventions and other supported projects. The incumbent will also work in close collaboration with the Implementing Partnerships Management Team in ACO and the Health Section when supporting the Implementing Partners of the Health Section.

The incumbent will monitor the progress and quality of the implementation process and regularly report the findings, contributing towards an effective implementation process for quality project design. To achieve this, he/she will be required to be familiar with project operational manuals and technical annexes, Standard Operating Procedures; Specifically, the protocols and procedures and the deliverables of each service provider in line with the agreed terms of implementation. Ensure compliance and irregularities monitoring as part of the broader programme risk and quality assurance systems.

2.  Effective and efficient management of reporting, coordination, and data analytics support for the Health Section Implementing Partnership Management

Minimum requirements:

Education:

  • Advanced university degree in social sciences, statistics, development management and planning, or other relevant degree.

Work Experience:

  • Minimum 5 years of professional work experience is required related to monitoring and evaluation activities design and management.

Experience in the below is required;

  • Demonstrated knowledge of project management is required.
  • Developing work plans, undertaking progress reviews and revising work plans.
  • Designing and managing Post Distribution Monitoring, for cash transfer and/or in-kind distribution projects.
  • Data and financial analytics.
  • Working with different digital tools and platforms for data management and data analytics.
  • Demonstrated ability to draft high-quality narrative and analytical reports.
  • Developing and managing dashboards for data management.
  • Active contract/service provider management.
  • Ability to work proactively and independently.
  • Ability to coordinate with a diverse group of stakeholders (internal and external), and follow-up effectively.
  • Knowledge of cash-based programming is an asset.
  • Knowledge of post-distribution monitoring is an asset.
  • Knowledge of remote monitoring tools and mechanisms is an asset.
  • At least one instance of exposure to emergency programming, including preparedness planning.
  • Active involvement in a humanitarian crisis response programme is an asset.

Language Requirements: 

  • Fluency in English is required

Desirables:

  • Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
