For every child, the right to protection

The fundamental mission of UNICEF is to promote the rights of every child, everywhere, in everything the organization does — in programmes, in advocacy and in operations. The equity strategy, emphasizing the most disadvantaged and excluded children and families, translates this commitment to children’s rights into action. For UNICEF, equity means that all children have an opportunity to survive, develop and reach their full potential, without discrimination, bias or favoritism. To the degree that any child has an unequal chance in life — in its social, political, economic, civic and cultural dimensions — her or his rights are violated. There is growing evidence that investing in the health, education and protection of a society’s most disadvantaged citizens — addressing inequity — not only will give all children the opportunity to fulfill their potential but also will lead to sustained growth and stability of countries. This is why the focus on equity is so vital. It accelerates progress towards realizing the human rights of all children, which is the universal mandate of UNICEF, as outlined by the Convention on the Rights of the Child, while also supporting the equitable development of nations.

In Bangladesh, UNICEF is working to reduce violence against children, which is currently 89% according to MICS 2019. In the new country programme of UNICEF Bangladesh (2022-2026), the Child Protection Programme will support the relevant Ministries of the Bangladesh government to reduce VAC by ensuring implementation of related laws and policies, and prevention of VAC by adopting mass campaigns and community-led activism.

Strategic Office context:

The Child Protection Officer is to be based in Dhaka and support UNICEF Child Protection Programme all over the country with relevant government offices and UNICEF field offices. The Child Protection Officer reports to the Child Protection Manager who is at Level 4.

How can you make a difference?

Purpose for the job:

The Child Protection Officer will provide technical, operational, and administrative support to the Child Protection Manager overseeing UNICEF’s portfolio on Ending Violence Against Children and Women (EVACW) and harmful practices, including child marriage and child labour. The Officer will support the design, coordination, and implementation of integrated, gender-transformative strategies to prevent and respond to violence—ensuring alignment with national priorities, legal frameworks, and UNICEF’s Global Child Protection Strategy.

The Officer will contribute to system strengthening and social norms change efforts, including the scale-up of community-based protection mechanisms, adolescent empowerment initiatives, and positive parenting programmes. A key aspect of the role is supporting cross-sectoral integration—particularly with education, health, and social and behaviour change (SBC)—to ensure child protection is mainstreamed across development and humanitarian responses.

The Officer will also play a critical role in supporting the Child Protection Manager and Chief of Section in coordinating the Global Programme to End Child Marriage (GPECM), both within the Child Protection Section and across UNICEF Bangladesh. This includes joint work planning, monitoring, donor reporting, and engagement with UNFPA, government ministries, and civil society partners.

The Officer will promote accountability to affected populations by facilitating child and adolescent participation, feedback mechanisms, and ethical programme design. Working across the full programme cycle, the Officer will help drive progress towards national targets to eliminate violence, ensure protective services for vulnerable children and women, and promote a safer, more equitable society.

Summary of key functions/accountabilities:

  1. Support to programme development and planning
  2. Programme management, monitoring and delivery of results
  3. Technical and operational support to programme implementation
  4. Networking and partnership building
  5. Innovation, knowledge management and capacity building
