Established shortly after the war in Ukraine escalated in February 2022, UNICEF Refugee Response Office in Poland has been working together with civil society and government partners at the local and central levels to strengthen systems, expand and adapt existing services, support policy development, provide technical expertise and capacity building. Two years on, we continue to work together to ensure refugee children and adolescents in Poland continue learning, families stay healthy and safe, and that best interests of all children, including the most vulnerable, are always prioritized in decision-making.
How can you make a difference?
Under the broad supervision of the ECAR Regional Emergency Advisor, accountable for overall leadership and program coordination of the RRO. This includes provision of managerial guidance on programme policy direction and new initiatives, with a focus on ensuring cross-sectoral coordination and social policy programming that will ensure sustainable social inclusion of refugee children in national systems in Poland.
Summary of key functions/accountabilities:
- Overall representation, leadership and program coordination for the Refugee Response Office
- Management, monitoring and quality control of programme implementation
- Improving use of public financial resources for refugee and other vulnerable children, including through financing of service models introduced during the humanitarian response
- Strengthening capacity of local and national government entities to plan, budget, consult on and monitor child-focused social services, with a focus on the sustainable inclusion of refugee children and families.

Minimum requirements:
- Education: An advanced university degree in one of the following fields is required: Economics, Public Policy, Social Sciences, International Relations, Political Science, or another relevant technical field. Two additional years of work experience substitute for an advanced university degree.
- Work Experience: At least 8 years of relevant professional work experience.
- Language Requirements: Fluency in English is required. Knowledge of another official UN language (esp. Russian) or Polish or Ukrainian is an asset.
Desired:

Experience with development, or child rights programming in upper-middle or high-income settings is considered an asset.

Experience working with social policy (public finance for children or social protection) programming is considered an asset.
