BACKGROUND
Purpose of Activity/Assignment:
The purpose of this consultancy is to ensure the high-quality instructional design and adult-appropriate methodology for a series of Social and Behavior Change (SBC) capacity-building trainings to be delivered to national stakeholders, including government organizations, universities, and professional groups. The expert will work in close collaboration with the UNICEF SBC Officer to develop tailored, engaging, and practical training packages that meet the learning needs of adult professionals distinct from traditional pedagogical approaches used in university settings.
The selected expert will apply a modern andragogical approach centred on interactivity, relevance, and clarity, ensuring that training materials are tailored to the needs of adult professionals, practice-oriented and designed to effectively deliver key SBC concepts, tools and approaches.
Under the supervision of the SBC officer, the consultant will assist UNICEF in developing and adjusting training materials, including a review of a trainer’s guide developed by the SBC Officer, development of a participant workbook, visual aids, handouts learning. The expert will also provide feedback on draft presentations developed by the SBC Officer and regular coordination with an SBC trainer, contracted by UNICEF to deliver planned training, to ensure methodical alignment and readiness.
This consultancy is critical to guarantee the instructional integrity and accessibility of all materials used in SBC trainings. By adapting content to the learning preferences of adult professionals and ensuring consistency and quality across training cycles.
Scope of Work:
The consultancy will involve the following key components:
- Develop methodical support for each training cycle:
- Review the trainer’s guide already developed for each training, suggesting session-by-session breakdowns, facilitation tips, timings, and interactive activities.
- Prepare a participant workbook with simplified explanations of core concepts, reflective tasks, applied exercises, and space for personal notes and action plans.
- Compile a materials checklist, indicating all physical and digital materials needed for the training, including those to be printed in advance.
- Design handouts and learning aids, including summary tables, exercises, and case examples adapted to the needs of each training group representing government organizations, universities, and professional groups.
- Adapt content for adult learners:
- Review and revise trainer’s presentations to ensure their content is concise, engaging, and appropriate for professional adult audiences.
- Propose interactive methods and practical exercises to replace or complement existing theoretical content.
- Ensure training content avoids academic jargon and reflects evidence-based SBC principles.
- Strengthen each training’s instructional design:
- Consult with the SBC trainer, the SBC Officer, and relevant institutional partners to understand the learning context, audience profile, and specific needs for each training cycle, and adapt materials accordingly to ensure relevance and practical application for participants.
- Integrate opportunities for reflection, experience sharing, and peer-learning.
- Develop trainer’s table or facilitation grid to provide trainer with at-a-glance navigation of the entire training plan.
- Support the SBC trainer and UNICEF Team in ensuring high-quality preparation and delivery of each training:
- Participate in a pre-training alignment call with the assigned trainer and the SBC Officer before each training session to review materials, clarify flow, and agree on the methodical approach.
- Provide ad-hoc consultations throughout the assignment, as needed, to adjust materials based on feedback and context changes.
- Ensure consistency and quality across all trainings:
- Standardize formatting across all materials for a cohesive look and feel.
- Submit finalized material packages at least 14 days prior to each training to allow for review and printing.
- Integrate feedback from previous trainings into the refinement of materials for future cohorts.

Qualifications
Education:
- Master’s degree (or higher) in Education, Adult Learning, Instructional Design, Social and Behavioral Sciences, Communication, or a related field.
Work experience/Knowledge/Expertise/Skills required:
- Minimum 3 years of proven professional experience in instructional design or methodology development for adult education and professional development programs.
- Deep knowledge of andragogical principles and ability to apply adult learning methods in diverse institutional settings.
- Experience in adapting training materials to different professional audiences and making content relatable through real-world examples, sector-specific language, and participatory methods.
- Fluency in Russian (spoken and written); ability to write in a clear, engaging, and practical tone for adult learners.
- Experience in working with UN agencies will be an asset
Competencies:
- Excellent communication and collaboration skills; ability to work independently while maintaining close alignment with trainers and UNICEF staff.

- Reflect the costs per each deliverable and the total lump-sum for the whole assignment period (in US$) to undertake the terms of reference.
- Include travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR. Consultants are responsible for arranging their own transportation arrangements. UNICEF can provide office vehicle for some duty travel missions with prior agreement as per monthly travel plan approved by the supervisor.
